Study On Industrial Injury Insurance For Construction Migrant Workers In Wenzhou

Migrant workers are an important force in promoting urban development and rapid economic growth.As a special group,they have obviously different characteristics from ordinary urban workers.Migrant workers are domiciled in rural areas,but they are engaged in non-agricultural production in cities.Compared with ordinary citizens,they are discriminated to varying degrees in many aspects such as employment,social security and children's education,and their actual insurance coverage rate is far lower than that of other urban workers in the most basic security related to production safety-work injury insurance.From the perspective of industry distribution,migrant workers have the highest concentration in the construction industry.Due to the high risk,high work intensity,poor production environment and easy occurrence of safety accidents in the industry,the hardworking migrant workers have become the main force in the industry.According to statistics,more than 80 % of the workers engaged in the construction industry are migrant workers,mostly engaged in heavy manual labor such as bridge construction,road construction,transportation and excavation,and are prone to industrial accidents.Therefore,migrant workers in the construction industry have a stronger demand for work-related injury insurance than other industries.Industrial injury insurance is the most indispensable part of the social insurance system because it has the lowest contribution and the largest role in all social insurance.Therefore,the party and the state have always regarded expanding the coverage of work-related injury insurance,promoting higher-level fund co-ordination and deepening the reform of the insurance system as an important and livelihood project.In China's industrial injury insurance system,insurance benefits are related to the vital interests of the majority of migrant workers.However,the payment status of industrial injury insurance benefits is related to the income and expenditure and operation status of the industrial injury insurance fund.This paper will analyze and study the work-related injury insurance for migrant workers in Wenzhou's construction industry,focusing on such issues as fund operation,fee collection and treatment payment,analyzing the existing problems and causes,and putting forward countermeasures and suggestions.Since the reform and opening up,Wenzhou has been one of the outposts for the mainland to export labor to the coastal areas,gathering a large number of migrant workers,especially construction migrant workers,with a certain degree of typicality.
