Study of Shenyang migrant worker’s medical insurance under capability perspectiveSince China’s reform and opening up, with accelerating rate of urbanization,people’s quality of life improves dramatically. A large number of farmers move to thecity. In the period of social transition, this group of people was called migrant workers.They are the main force of city construction, their contributions to the society isremarkable and irreplaceable. Migrant workers’ medical insurance is one of theindispensable parts of our social medical system, but up until now there are a lot ofproblems. The frequent move of migrant workers make them a relatively disadvantagedgroup, if this situation is not properly handled, it will do a great harm to the stability ofour society. Based on the theory of practical ability theory, take the research of migrantworkers’ medical insurance problem in Shenyang as example, this thesis can be dividedinto the following five parts.Part one introduction. Mainly introduce the meaning of the research from boththeoretical and practical perspectives, the latest research has been the oretical andpractical perspectives, the latest research has been done both at home and abroad.Basedon these put forward new research methods in this paper and find out its innovations andshortcomings.Part two the basic concepts and theories. In this part introduce the basic concepts ofmedical insurance, migrant workers, and Amartya Sen’s theory of practical ability. Socialopportunity, economic conditions, political freedom, protective security and transparentguarantee are the five frame parts of this theory.Part three present situation of medial insurance of migrant workers in Shenyang.The data was obtained through survey. The problems are exposed.Part four the cause of the problems. Main causes of the problems include the lack ofopportunities of migrant workers, poor economic conditions, lack of political freedom,no transparency, protective guarantee incomplete.Part five the solutions to the problems of the migrant workers’ medical insurance inShenyang.In conclusion, on the basis of the theory of practical ability, this paper analyses the problems of rural migrant workers’ medical insurance in Shenyang, put forward thecorresponding solutions. It’s for the benefit of the whole society; it means to providemeaning reference for the government.
