The issue of "agriculture,rural areas and farmers" has always been a key concern of our country.For many years,China’s Central Government Document No.1 has always locked down the work of "agriculture,rural areas and farmers".At any time,we must not neglect agriculture,forget farmers,and be weak in rural areas.There are a large group of peasant workers in our country,namely migrant workers.They have contributed tremendous strength in the process of economic development in China.With the continuous advancement of urbanization,more migrant workers have poured into cities,but in in this process,due to various factors,there are still many problems in the medical security of migrant workers.In order to analyze the medical security situation of migrant workers and the problems they face,this article investigates the insurance coverage and main influencing factors of commercial medical insurance for migrant workers.Based on the statistics of the questionnaire survey of the floating population data platform of the 2014 National Health and Health Commission Data,non-parametric tests and logistic model for empirical analysis.Analysis the intergenerational difference of individual factors,occupational factors,mobility factors,family factors,policy factors,and draw the conclusion:The overall participation rate of traditional migrant workers is higher than that of the new generation of migrant workers.The two generations of migrant workers show obvious intergenerational differences in individual factors,occupational factors,and policy factors.The awareness and recognition level of new-generation migrant workers on commercial medical insurance is generally higher than that of previous-generation migrant workers.The new generation of migrant workers are yearning for better medical service guarantees,and therefore have greater potential for commercial medical insurance.In addition,the author carried out field research work.The questionnaires and in-depth interviews were conducted with migrant workers in the underdeveloped areas of western Liaoning as the main target,to understand the current situation of migrant workers participating in medical insurance,as well as existing difficulties and problems.Through in-depth investigations,we learned that most of the migrant workers in the western Liaoning region are covered by the New Rural Cooperative Medical Care System,and very few purchase commercial medical insurance.However,for the rural workers,the New Rural Cooperative Medical Service also has problems such as urban-rural geographical separation.Based on the conclusions obtained from empirical analysis and field investigations,this article puts forward some suggestions for insurance companies,related institutions,and national policies.First,relevant institutions should expand the scope of health education,include common diseases,occupational diseases,and basic knowledge of medical insurance into the scope of science popularization,guide residents to objectively understand the functional role of insurance.Use the Internet and other media to innovate the scientific popularization of medical diseases and increase publicity.Secondly,insurance companies should design targeted medical and industrial medical insurance products for migrant workers,especially to tap the needs of the new generation of migrant workers.It is necessary to design tiered price products for different income levels and hierarchically design products for different generations.Finally,the country should actively support the development of commercial medical insurance,explore a new model of combining commercial medical insurance with basic medical insurance,and promote commercial medical insurance more effectively to play a supplementary role in basic medical insurance..
