A Study On The Construction Of Multibenefit Negotiation’s Mechanism For Drug Price In China

The reform of drug prices has been a thorny issue in the reform of China’s people’s livelihood.China’s government’s control over drug prices has gone from the early days of the founding of the four to now,although at each stage has done a lot of exploration,but the price of drugs has been repeatedly.The government’s price control does not really bring down the price of medicine,the problem of expensive medicine and expensive medical treatment has always existed.Drugs are different from ordinary goods,the particularity of drugs and the great information asymmetry between doctors and patients determines that the price of drugs can not be determined by the market,so the government should control the price of drugs.But the power between the visible hand and the invisible hand needs to be balanced,and the excessive strength of any one side will again cause the market to fail.In this paper,the irrational status of drug prices is combed,and the reasons behind it are analyzed.The article also reviews the measures to control the price of drugs from the early days of the PRC,and analyzes the effects of these regulations.Then this paper analyzes the behavior choice of the various stakeholders in the formation of drug price in China,and concludes that when facing different stakeholders,the parties will make different behavior choices from the standpoint of maximizing their own interests.Finally,in view of the unreasonable condition of the current drug price,this paper puts forward the idea of constructing a multi-benefit negotiation mechanism of drug price,which is participated by the stakeholders such as hospital,drug manufacturer,patient and medical insurance,and defines the key elements of the mechanism,and puts forward the method of consultation and formulation of the benchmark price of health insurance,and designs the "Three-in-One" payment model,through multi-party consultation,the benchmark price of health insurance and "Three-in-One" payment model together generate the payment price of health insurance.The payment mode makes the hospital pay more attention to the quality of drugs,while driving down the false high drug price,recovering the improper drug price difference,reducing the waste of the health insurance fund,making the drug price return to rationality gradually and realizing the sustainable development of the health insurance fund."Three-in-One" payment mode makes the hospital pay more attention to the quality of drugs,at the same time depress the false high drug prices,the recovery of improper drug prices,reduce the waste of health care funds,so that drug prices gradually return to rational,health insurance funds to achieve sustainable development.A benefit of multi-stakeholder negotiation mechanism is that it is not an entity,there is no new entity organizations and institutions,both the joint consultation and mutual restraint.The research on the construction of multistakeholder negotiation mechanism has some reference significance to the reform of drug price in China.
