Objective Patient for Patient Safety(PFPS)is an important strategy to ensure patient safety, and it is also an important part of hospital appraisal. However, the lack of PFPS evaluation tools makes it difficult to effectively measure and trace the quality of hospital PFPS work, which is not conducive to the implementation and management of PFPS.The purpose of this study was to develop a scientific and practical PFPS evaluation index system to provide assessment tools for evaluating hospital PFPS work to further improve the content of patient safety assessment in hospital appraisal, guide the effective implementation of the hospital PFPS work, ensure patient safety, and improve medical quality.Methods(1)Using literature research method,we understand the progress of PFPS evaluation at home and abroad, and the status of research on evaluation concepts, evaluation tool design and applications.(2)Self-made interview outlines and conduct semi-structured in-depth interviews on the experience of patients participating in self-safety management,in order to understand the gap between what patients expect from PFPS services and their actual perception of PFPS services.(3)Based on literature research and interview results, brainstorming and expert group discussion method were used to formulate a PFPS quality evaluation index system draft. Then we selected experts with more than 10 years of experience in public health management, hospital management or clinical work as expert consultants to conducted two rounds Delphi expert consultation to determine the evaluation index system..(4)By adopting Nvivo10,Excel 2010,SPSS22.0 for data entry and statistical analysis.Colaizzi's phenomenological methodology was used to analyzed the qualitative interview result.Percentile weights method was used to determine the weights of indicators.Results(1)Qualitative results of patient for patient safety experience Three themes were identified:(1)poor communication with health care workers during;(2)There is not enough information to participate in safety management;(3)The ability to participate in safety management is inadequate.(2)Expert consultation results In two rounds of surveys, the recovery rates of questionnaire were 88.46% and84.62%,respectively,the authority coefficient were 0.870 and 0.858,respectively.In the second round, variation coefficient of each item ranged from 0.000 to 0.213,coefficient coordination of the two rounds were 0.241 and 0.429,respectively,and the difference was statistically significant(P <0.001).The index system consisted of 6 first-level indexes,9 second-level indexes and 26 third-level indexes.Conclusions(1)In the PFPS work, there are still problems such as poor communication between doctor/nurse and patient, insufficient information acquisition, and insufficient ability of patients participate in their own safety. That is the gap between what patients expect from PFPS services and their actual perception of PFPS services. The content of the PFPS evaluation index system should be focused on whether the hospital takes appropriate measures to bridge the gap.(2)A scientific and reliable index system to evaluate services quality of hospitals' PFPS work was developed, which provides a scientific assessment tool for the evaluation of services quality of hospitals' PFPS work and can facilitate the implementation and management of PFPS.
