Research On China's Social First Aid Policies And Regulations

Objective:(1)To understand the system structure of our country's first aid policies,regulations,policies,analyze the current situation and shortcomings of the lateral and vertical structure of policies and regulations,and put forward reasonable policy recommendations.(2)To understand the constitution of social emergency policies and regulations in China,analyze the composition of policy behavior subjects,attitude intensity and policy objectives,find deficiencies and put forward policy recommendations accordingly.Method:Using policy bibliometric method,analysis of five aspects of 20 time,the policy document issuing unit,file type,style and theme of the information,the distribution and evolution of understanding of policies and regulations on the time dimension,position and function of different policy subject in the policy system,the policy system between the various internal documents the relationship between horizontal and vertical structure.Using the content analysis method,using the analytical framework of "basic policy theme",analyze the behavior of subject,20 policy documents attitude strength and policy objectives,understand the existing social emergency policies and regulations in the distribution of these 3 dimensions,in order to find the contents of the unreasonable.Result:(1)the problems of the structure of the policy system: 1,The distribution of time is not balanced;2,the regional distribution is not fair;3,the structure of the policy system is not complete;(2)the problem of policy content composition: 1,the functions of government departments and pre hospital first aid institutions are not comprehensive;2,medical,teaching,Red Cross and other important forces are not fully utilized;3,special places are difficult to carry out duties;4,special occupational groups are not clear of rescue duties;5,protection and reward mechanisms are not in place;6,the construction of external conditions is insufficient;7,knowledge and Practice Lack of promotion in the transformation stage;8,the lack of unified normative standards.Conclusion:According to the current situation of China's social first aid policies and regulations and the insufficiency,puts forward 4 suggestions: 1,speed up policy making and improve the structure of the system;2,Strengthen the top floor design and encourage multi sector linkage;3,encourage full participation and mobilize important social forces;4,guide many parties to build together,increase the investment of resources;5,pay close attention to the revision of the existing policies and make up for the short board;6,raise awareness and form the concept of " the surrounding period of society first aid";7,speed up the construction of standards and standardize the norms of social first aid.
