| With the further development of medical system reform and the implementation of policies like “zero profit of drugs” and “two receipts policy”,strengthening the management of hospital supplies and improving the operational efficiency of hospitals were placed on agenda by national competent department.When various provincial and municipal departments started to make the procurement of high-value medical disposable materials public,the medical reform pilot of public hospitals in cities and towns of all levels was also advanced gradually.Although our country started late in the fine management of hospital supplies than in drug management,the difficulties that our country met are more great than that in drug management because of the concealment of medical disposable materials.This means that the public hospital management will face with new challenges and reforms.Only draw the support of information sharing,big data,“Interne+” and other high-tech methods,grasp each link during the management and integrate technology with management effectively,we can promote the fine management of public hospital supplies and improve the overall strength and comprehensive competitiveness of hospitals.For that matter,this paper,taking the fine management of medical supplies as the research object,proposes a new set of fine management plans of public hospital supplies on the basis of advanced information network technology and logistics management theory.With the example of the Central Hospital in TA City,this paper also analyzes the necessities of implementing fine management of public hospital supplies based on the research of status quo and problems of material supply management in traditional public hospitals.This paper defines and elaborates the plan design and implementation effect of supply-chain-based fine management of hospital supplies by applying literature analysis,case study and comparative analysis.With the combination of systematic design,this paper achieves the implementation and application of Phrase I project which based on supply-chain-based fine management of hospital supplies,and realizes the information interconnection and share of full work flow supply chain both in the external and internal of hospital supplies management system,and then compares and analyzes all the links during the implementation of fine management plan.The implementation effects were elaborated;combined with the system design,the implementation and application of the first-phase project of the hospital-based material management program based on the supply chain was completed,and the information sharing and sharing of the whole process supply chain inside and outside the hospital material management system was realized.A comparative evaluation was conducted before and after the implementation of the refined management plan.The fine classification of hospital supplies dictionary,the pre-quota and ration management of clinical department supplies and the concept and plans of three-level storage management have filled the gaps in domestic hospital supplies management.Through oneyear trial operation of the system,we can obtain the following conclusions: this management plan significantly improves the management level of hospital materials,and achieves the fine closed-loop management of the medical supplies both inside and outside of the hospital;and they also improve the circulation efficiency of hospital supplies and reduces operation costs of the hospital and the medical costs of the patients.It is clearly that this system brought good social reputation and benefits for the hospital. |
