It is an important way to improve the agricultural competitiveness of our country by promoting the land transfer of peasant households and realizing the optimal allocation of land resources.New rural cooperative medical care system,not only improve the utilization efficiency of rural medical service resources,alleviate the problem of difficulty and high cost of farmers sees a doctor,and improved the health of farmers,improve the standard of peasants' lives.Therefore,whether the implementation of new rural cooperative medical system will affect rural land transfer behavior has important theoretical and practical significance.This paper based on the theory of health needs and the peasant household behavior,analyzes the influence mechanism between the new type of rural cooperative medical system and farmland transfer,the peasant household of the CHARLS data of 2013 and 2015 as the object,through empirical analysis the Logit model new farming system on the influence of peasant household land mobility,and use the Tobit model to verify the farmers self-reported health status of the farmers in the new system of farmland circulation and turn into the area of farmland of intermediary effect analysis.The results show that :(1)The implementation of the new rural cooperative system has a significant effect on farmers' land transfer intention.The proportion of hospital compensation in counties and counties has a significant positive effect on farmers' willingness to transfer farmland,while the annual hospitalization cap has a significant negative effect.(2)New farming and the structure of the variables of farmers land transfer behavior inwards or farmland have different functions.Township and county hospital compensation ratio into behavior has a significant effect,the annual hospitalization compensation top line of farmers transfer behavior have a significant negative impact.(3)Township hospital compensation ratio will increase significantly reduce the circulation of farmland area and into the area,outside the county hospital compensation than the improvement of significantly increases the circulation of farmland area and into the area,at the same time,the new farmers and the structure of the variable to transfer area of the farmland is not statistically significant.(4)In the samples of transfers of farmland,township hospital compensation ratio on the farmer's health has a significant positive correlation,township hospital compensation for increasing the proportion will significantly improve the health of farmers.(5)The new rural cooperative system has some mediating effect on the health status of the intermediary variables,whether the land transfer area or the agricultural land-in area,however,the health does not has mediating effect on land-out area about the new rural cooperative system.Based on the above conclusions,this paper puts forward some suggestions for improvement from the perspective of new rural cooperative medical system and rural land transfer policy.On the one hand,it is necessary to improve the proportion of rural hospitalization compensation,reduce the pay line of township hospitals,increase the reimbursement types of serious diseases,and improve the facilities construction of primary medical institutions.On the other hand,we need to stabilize the non-farm employment opportunities of farmers,actively market the land transaction,and improve the social security system in the countryside.
