Since the beginning of the 21 st century,China has gradually become the state of population aging.And in rural areas,the population aging problem is particularly prominent due to many factors,such as the longer average life expectancy of residents,the ever-decreasing fertility rate and the outflow of young people.Therefore,in order to improve the health level of the rural elderly and reduce their medical burdens,as well as to ensure the full utilization of the basic medical service facilities for the elderly in rural areas,our country started implementing the new rural cooperative medical system in 2003,which is often referred to as "NCMS " system.At the same time,with the aggravation of the rural elderly population and the improvement of the NCMS system,this system has played a pivotal role in improving the health of the elderly in rural areas.Therefore,the government must constantly improve the "new rural cooperative medical system" as a mechanism for ensuring the health of the elderly in rural areas,which is of great significance for promoting economic growth and safeguarding the health of the elderly and alleviating the medical burden on the elderly.Therefore,what is the effect of the implementation of "new rural cooperative medical care" ? It has become the core issue that all sectors of society pay close attention to.Although there are many factors that affect the health of the elderly in rural areas,the NCMS is only one of them.However,the impact of NCMS on this area is greater.This paper focuses on the relationship between this system and the health of the elderly in rural areas.However,the assessment of the impact of "NCMS" on the medical burden and health level of the elderly in rural areas has not been taken seriously and there are few related studies.However,these two measures are necessary to objectively and comprehensively evaluate the implementation effect of "NCMS" Essential.Most current researchers use the self-assessment of health as the standard to measure the medical burden and health level of the elderly in rural areas.However,this single evaluation index can not reflect the implementation effect well,so the choice of research variables needs to be broadened.Therefore,this paper plans to select the data of 2013 and 2015 from the database of China's health and pension CHARLS to study the impact of NCMS on the health and medical burdens of the elderly.The first research object is health effects.This article measures health effects in two ways,the first is the subjective health effect,that is,the health self-assessment of the elderly in rural areas;the second is the objective health effects,that is,the ADL score,of which ADL Including bathing,dressing and other twenty data.For the selection of independent variables,this paper selects 14 related variables based on many references and CHARLS questionnaire and data,including basic information of the individual,family conditions such as whether they have been married,lifestyle,diseases Number,outpatient and inpatient conditions and the individual's annual income and other factors.The second research object is the medical burden.This paper uses multiple regression analysis method.And,in this paper,for different health indicators to measure the way,choose different models for analysis.For subjective health indicators,we use the ordered Probit model to analyze the health effects of NRCMS.For objective health indicators,propensity score matching difference in difference(PSMDI)is selected based on propensity score matching.Research shows that the health of the elderly participating in NRCMS has been effectively improved,and the medical burden has also been greatly reduced.
