The Sustainable Development Ability Index Measurement Research Of The Urban Resident Basic Medical Insurance Fund In Hubei Province

Objective:Universal health care system has made outstanding contributions for everyone has the right to health, reduce the burden of disease, but a lot of problems exist in the process of building and reforming the system. The development of economy, the continuous improvement of residents’ health needs, and the rapid growth of the medical and health care costs bring serious threat for the sustainable development of the medical insurance fund.It was said that many areas of medical insurance fund has been or will be in the bottom of the "wear".The purpose of this study is to explore the pressure source to endanger the safety of medical insurance fund, constructing evaluation index system of sustainable development ability, the medical insurance fund and urban residents in Hubei province, for example, to measure its sustainable development ability index. Through the comparison of horizontal and vertical, which key reason affect urban residents in Hubei province for the sustainable development of health care, and to provide feasible policies and Suggestions to improve the ability of sustainable development of the basic medical insurance for urban residents.Methods:This study adopts the method of literature analysis and expert consultation to collect the influence factors for the sustainable development of medical insurance fund, and use the system clustering analysis method induces and summarizes the representative factors affecting sustainable development of the medical insurance fund ability.Then based on the DPSIR model, constructing evaluation index system of medical insurance fund endurance, and giving each index weight by using the structure entropy weight method. Results:It screened 12 can quantify the effect of fund evaluation index of endurance,and using the method of system clustering empirical research classified 12 quantifiable indicators will eventually fall into four categories, respectively "medical services" influence factors, the factors influencing the "population", "economic factors", "policy". Finally on the basis of the above research conclusion, transverse analysis of the 2014 national various provinces, cities and urban residents medical insurance fundstrength, found that urban residents in Hubei province medical insurance fund to bear ability of comprehensive evaluation index in the national medium level, and Hubei province residents indicators at the level of medical insurance fund development imbalance.Longitudinal analysis of the urban residents in Hubei province from 2009 to2014,found that between 2009 and 2011, capability of the sustainable development of the medical insurance fund growth rate faster, a linear trend, to slow growth rate in 2012, since then the sustainable development capacity in 2013 and 2014, the fund is on the decline.And urban residents in Hubei province medical insurance fund pressure "driver" and "pressure" is growing, "state" decline gradually since 2011, "effects" and "response" are in the down trend.Conclusion:Through the horizontal comparison, it is concluded that the current residents medical insurance fund in Hubei province is still in the tolerable balance of payments surplus and welfare supply status, the supply of medical insurance fund can maximum limit satisfy the demands of medical service. However, the rise of medical expenses in Hubei province too fast, and there is no improvement measures to control too fast growth rate of residents medical insurance fund expenditure.Through longitudinal comparison, demographic factors, economic factors, internal medical insurance fund management and medical services provide itself factors to sustainable development ability of the development of medical insurance fund a big resistance, and the adjustment of the current policy cannot restrain the negative effects of the resistance, the sustainable development ability of urban residents medical insurance fund in Hubei province is receding.
