Study On Perfecting The System Of Rural Cooperative Medical And Health Care Services

Since the founding of the People’s Republic of China, social security system in our country has been remained in a dual structure of urban and rural areas in the past sixty-two years. In this system, urban residents safeguarded by medical insurance system, but rural residents just can rely on new rural cooperative medical insurance to realize institutional protection of health and social care. This medical security system which has been built in the background of dual structure of urban and rural areas has caused that medical and health condition in rural areas can not be improved in a long time and there was still lack of a sound medical insurance system to guarantee the rural residents’health condition.New rural cooperative medical service system was comparatively speaking with traditional rural cooperative medical service. The new one has summarized the successful and unsuccessful experience from the traditional one and attached with more policy contents according to the developmental characteristics of time. Compared with traditional rural cooperative medical service, the new one possessed more advantages, for instance, the new on has highlighted the governmental duty of increasing the investment funds, constructed a main compensatory model of serious ill unified accumulation, based on the voluntary participation of rural residents and built medical assistance to sustain and perfect the social security system of rural medical treatment. Form2003, pilot project of new rural cooperative medical service system has been practiced on a national scale. According to operational condition of new cooperative medical service system, this new system has get progress in safeguarding rural residents’health, in solving the rural families’economical difficulties caused by serious illness, and in promoting local health care and has played a important role in promoting medical establishments’reformation and development in roots level. But some problems still existed, such as the rural residents were not positive in joining this new system; they were not completely understand the policy; the financing cost was high; the compensation level was low; funds was lack of supervision; rural medical service was in a low level; the adverse selection and moral hazard problem was serious. If these problem can not be appropriately worked out in time, the health operation and sustainable development of the new system would be influenced.This thesis mainly discussed how to perfect the new rural cooperative medical service system through a survey. Specifically, firstly, this thesis introduced relative theory and stated the theoretical basis of developing new rural cooperative medical service and policy effects and exiting problem of implementing this system in our country. Secondly, it summarized the experience and explored the problems and reasons through analysis of practical operational situation and results of promoting the new system in a specific city. At last, on the basis of analysis, it provide some suggestions on financing mechanism, compensation model, fund supervision system, medical assistance system and operational system of medical establishment to perfect the new system.
