The 19 th National Congress proposed that a healthy China strategy should be implemented.The 13 th Five-Year Plan states that township and township hospitals,as the first window of the "three-level medical treatment" in rural areas of China,are responsible for the health of one billion rural residents and are important institutions providing the most convenient and efficient medical services to residents in their respective districts.Therefore,the quality and level of service of rural primary medical and health institutions are being paid more and more attention to,the key point is how to mobilize the staff of primary medical and health institutions.It is a new requirement of the Central Committee of the party,improving the personnel system of institutions,establishing and improving the personnel system that conforms to the characteristics of institutions and embodies the classification and administration of institutions.In recent years,although the city of Yanan has given great support to the construction of rural primary medical and health institutions,especially in Area A,the rural primary medical and health institutions have made considerable progress in the management of personnel.However,due to the limitations of natural geography and social conditions,the management of personnel in rural primary medical and health institutions still needs to be continuously improved.Based on this,the personnel management of rural primary medical and health institutions in Area A of Yanan was investigated and studied through the four dimensions of personnel recruitment,personnel training,personnel assessment and personnel compensation.On the basis of this,the personnel management of rural primary medical and health institutions in Yanan was investigated and studied through the four dimensions of "personnel recruitment,personnel training,personnel assessment and personnel remuneration";and the impact of training,remuneration and promotion on the health personnel in rural primary medical was studied through interviews with "non-staff personnel,personnel in the Department of staff and personnel in charge" This paper analyzes the main problems existing in personnel management of rural primary medical and health institutions in Yanan city and puts forward corresponding policy suggestions.Through field investigations and interviews,it was found that there were insufficient number of health personnel,high mobility of health personnel,low satisfaction of health personnel and lagging of personnel management system in rural primary medical and health institutions in Area A of Yanan City,which seriously hindered the development of rural primary medical and health institutions and the improvement of service quality,and was not conducive to the achievement of the goal of "strong grass-roots".In the northern part of Shaanxi Province,medical services at the grass-roots level in rural areas have been weak,which is due to the unreasonable staffing of rural primary medical and health institutions,the unreasonable proportion of health personnel and the low threshold for health personnel.According to the current problems of rural primary medical and health institutions in yanan city,the key to improve personnel management lies in improving the personnel system of rural primary medical and health institutions,namely,reapproving the standard and total number of personnel;Establishing and improving mechanisms for the movement of personnel in rural primary medical and health institutions;Improving the incentive mechanism of primary medical and health institutions;Improving the personnel management system of rural primary medical and health institutions.
