As a non-profit hospital,Chifeng public hospital has made outstanding contributions to the provision of fair and accessible public medical services and the protection of the people's health.It has effectively played the main role of the public hospitals.In the course of medical and health development over the past few decades,the rapid development of market economy has caused the performance evaluation of public hospitals to focus on economic indicators,gradually desalination of public welfare,gradually becoming more profitable,and increasing medical costs,which has aggravated the burden of medical treatment for patients.With the continuous deepening of the new medical reform policy,the voice of public hospitals returning to public welfare is getting higher and higher,which has also attracted the attention of the government and hospitals.In 2017,all public hospitals in Chifeng were abolished and added,and the zero difference was carried out.The period of medicine raising was terminated.The profit-making mechanism of public hospitals was gradually eliminated.Therefore,it is necessary to explore the establishment of a set of performance evaluation index system for the public hospitals to maintain public hospitals' public welfare and ensure the sustainable development of public hospitals.At present,the performance evaluation of public hospitals in Chifeng is mainly based on the evaluation subject of department and post,the setting of performanceevaluation index and the weight of each evaluation index are set by the public hospitals,which leads to the strong subjectivity and randomness of the evaluation index,the few public welfare indexes,the internal departments and the staff of the hospital.It is easy to compare the evaluation indexes,but because of the factors such as the dimension,the number of indicators and the different purpose of the evaluation,the operability of the horizontal comparison among the public hospitals is not strong,and the public hospitals in Chifeng lack a set of unified performance evaluation index system.This paper preliminarily determines 57 performance evaluation indexes including social benefit,service supply,comprehensive management and sustainable development through the literature research method.After two rounds of Delphi expert consultation and expert discussion,54 performance evaluation indexes of Chifeng public hospitals are selected.According to the relevant policy requirements of the state,autonomous region and Chifeng public hospital reform,it is suggested that the analytic hierarchy process(AHP)is used to compare the index 22 under the same evaluation target with the analytic hierarchy process(AHP).The weight weight of each performance evaluation index is tested at the same time,the weight coefficient of the comprehensive weight is calculated and a set of standards is established.A performance evaluation index system that can be compared horizontally and vertically.Finally,the Chifeng public hospital performance evaluation index system built in this paper is carried out in the C Hospital of Chifeng.It is proved that the performance evaluation index system is more capable of showing the public welfare of public hospitals than the previous performance evaluation index system.It has strong maneuverability and rationality,which can be the public of Chifeng city.It provides a reference for the performance evaluation of the hospital.
