The special recruitment plan for graduates of medical colleges is an important part of the basic health talents project in Henan Province.Its goal is to improve the service level of the primary medical units and to meet the growing health needs of the people.At the same time,because of its many preferential conditions,the implementation of this policy will to some extent encourage and promote medical college graduates to work at the grass-roots level.This paper takes public policy analysis as the starting point,uses literature research methods,system analysis methods,and qualitative and quantitative analysis methods,and applies public policy operation process theory(including policy formulation,policy implementation,policy evaluation,and policy adjustment).On the policy agenda,the level of rural primary medical services in Henan Province and the employment of medical graduates in Henan Province analyzed the policy background of the plan,and elaborated on the significance of the implementation of the policy,which not only helps to improve the level of primary medical services,but also accelerate the pace of building a well-off society in an all-round way,which will help to reduce the pressure on medical students in employment,expand the employment channels for medical students,and improve the quality of medical students' employment.At the same time,the policy objectives of the program are analyzed based on three factors: the stakeholders of Henan Province's medical college graduate special recruitment program,the relationship between the plan and the promotion of basic medical services,and the relationship between the program and the employment of medical graduates.The first objective is to achieve the equalization of basic public health services in urban and rural areas in Henan Province.The second objective is to improve the level of medical services in Henan Province.The third goal is to promote the employment of graduates from medical colleges in Henan Province.Then,based on this analysis,we analyze the status quo of the implementation of the special recruitment plan,including achievements and policy deviations,achievements include the maturity of the admission mechanism for grass-rootsemployment,the remarkable upgrading of technical personnel in grass-roots medical units and the formation of a primary medical service system covering both urban and rural areas;policy deviations include the integration of medical students with "primary-level medical institutions",the high turnover rate of special medical students,the late-stage management problems of specially recruited medical students,and special medical students of the short-term nature of the behavior,reveals some problems in the policy itself: the content of special medical students' policies is not complete,the strategic objectives of the special recruiting programs are not reasonable enough,the tactics of the special recruitment policies are not strong enough,and the supervision and evaluation mechanism of the special recruitment plan policy is lacking.In response to these policy issues,the author proposes to propose policy suggestions for the improvement of special programs for graduates of medical colleges in Henan Province in terms of policy content,policy objectives,policy implementation,and policy evaluation and supervision.That is,continuously optimizing the policy content of the special enrollment plan for graduates,continuously enhancing the rationality of the policy objective of the special enrollment plan for graduates,making great efforts to improve the feasibility of the implementation of the special enrollment plan policy for graduates,and actively improving the evaluation and supervision mechanism of the special enrollment plan policy for graduates.
