A Study On Primary Medical Service In Heilongjiang Province Under The System Of Grading Medical Treatment

The report of the 19th NPC pointed out:People's health is an important symbol of national prosperity and prosperity of the country.Medical services are related to the construction of people's livelihood and the construction of social security systems.Grassroots medical services are the focus of a sound social security system.As an important medical and health institution in our country,grass-roots medical and health institutions serve the majority of urban and rural residents and undertake important duties of basic medical services and basic public health services.They are important carriers for realizing the public welfare of medical and health services and the focus of deepening the reform of medical and health systems Is the basis for improving the social security system.Since the implementation of grading medical treatment and treatment system,the state attaches great importance to the construction of grass-roots medical and health care.Since January 2015,Heilongjiang Province has implemented the first inpatient responsibility system for new rural patients,which has been slow in the past two years.The phenomenon of "difficult to see a doctor" and "expensive to see a doctor" are often pushed to hot spots in life.Therefore,it is imperative to study the primary health care services in Heilongjiang Province at present.Based on the research of government governance theory,Maslow's demand hierarchy theory and stakeholder theory,this dissertation takes Heilongjiang Province's primary health care service as the research content in Heilongjiang Province.Through the analysis of the status quo of laws and regulations of primary health care service in Heilongjiang Province,Status quo and the status quo of soft power to make a systematic study of the existing problems,a comprehensive analysis of the problems at home and abroad through the implementation of basic medical services to improve the classification of grassroots health care practices and summed up the experience worthy of Heilongjiang Province,Finally,according to the three aspects,it puts forward the countermeasures and suggestions for improving primary health care service in Heilongjiang Province so as to help the implementation of the grading medical treatment and treatment system in Heilongjiang Province so as to promote the improvement of the social security system in Heilongjiang Province.
