Research On The Problems And Countermeasures Of Grading Diagnosis And Treatment In Liaoning Province From The Perspective Of New Medical Reform

The fundamental purpose of "new medical reform" is to solve the problem of "difficulty in seeing a doctor and expensive medical treatment",which is highlighted by the masses,so as to enhance the overall level of medical service in China.The hierarchical diagnosis and treatment system is the main content of "new medical reform".It is also considered as a key means to solve the imbalance and insufficient contradictions in the development of medical services in China.With the increase of the income level of the residents in China,the demands of urban and rural residents are becoming higher and higher,and fewer and fewer residents choose medical and health institutions at the grass-roots level.This study from the health resources in Liaoning Province,allocation of medical and health resources utilization,grading referral,medical association development status and family physician work carried out for the analysis of Liaoning province diagnosis and classification of five aspects of the status quo,combined with interviews to sort out the existing problems and reasons of grading treatment,countermeasures recommended grading treatment improvement in Liaoning.In this study,the data on grading diagnosis and treatment are mainly derived from the following three channels: one is the literature method.The two is the interview method.Through the analysis of the current situation of grading diagnosis and treatment in Liaoning Province,we can know that the current hierarchical diagnosis and treatment work in Liaoning is not ideal.There are still many institutional and institutional contradictions to be solved.First,the allocation of medical and health resources is unreasonable.The two is that the utilization of medical and health resources is unreasonable.Three,the bi-directional referral system is not obvious.Four is the medical union construction and the family doctor contract service work are difficult to meet the requirements of grading diagnosis and treatment.The future of Liaoning province needs to increase the basic medical and health institutions investment,improve the primary health care team incentive mechanism,clear two-way referral standards improve two-way referral system,get rid of the barriers of interest to strengthen the construction of the medical conjoined,further improve the contracted service work family doctor,to explore a new model of medical service classification of multi sectoral linkage,to further strengthen the health insurance shunt the role,strengthen the application of information technology to enhance the medical service experience,increase the diagnosis and classification of propaganda,and eventually establish grading diagnosis and treatment system of first diagnosed with primary basis,scientific and reasonable.
