Research On The Source Of Aids Prevention And Control Funds In Guangxi And Its Using Status And Equity

Objective:To investigate the prevalence of AIDS in Guangxi and the status of AIDS prevention and control funding input;describe 14 cities,AIDS funding sources and the using field of central financial prevention and control funding;analysis of the AIDS epidemic prevention funding targets and economic indicators correlation and fairness of the population,the epidemic,geographic distribution,and further explore the relationship between funding and the various factors provide a basis for policy relevant government departments to better allocation of government funding finances,control the epidemic.Methods:Using Excel to establish a database using SPSS13.0 statistical software for statistical analysis.Descriptive analysis,correlation analysis and equity analysis.Results:1.2010-2013 the AIDS funding of Guangxi shown the growth trend overall,of which the central government accounted for 63.18%to 63.18%,local fiscal accounts for 25.82%to 35.67%,international project is only 0.04%to 0.04%.2.2010-2013 central government put into use mainly in the field of antiviral therapy and prevention of mother to child transmission based.3.The central government and autonomous regions financial investment highly correlated,both and highly correlated to the outbreak and economic indexes,the city finance at the corresponding level was not associated with outbreaks and economic indicators.4.According to the population distribution,the central government and autonomous regional fiscal distribution was unfair,the city at the corresponding level financial allocation is an average;Distribution according to the outbreak,the fairness of financial investment at all levels were not ideal;According to the geographical distribution,the financial distribution of the central finance and the autonomous region is highly unfair,and the financial level of the city is absolutely fair.Conclusion:1.2010-2013,the source of Guangxi AIDS prevention and control funds priority from the government investment to,including the central financial AIDS funding which was the mainstay of the Guangxi AIDS funding,international cooperation projects proportion was very small,social capital was too small.2.The central government and autonomous region finance to HIV/AIDS epidemic situation changes and the development of economy in guangxi,can respond in a timely manner,and adjust the funds investment;Municipal finance at the corresponding levels when determining budget devoted to AIDS will not around financial situation as compiling budget reference factor.3.The financial investment of central government and the autonomous region has neglected the unfair allocation of resources caused by the population and differences between HIV/patient intensive degree and density of population;The input of city financial to HIV/AIDS prevention and control without considering the epidemiological characteristics of epidemic.
