NGOs Participate In Yunnan AIDS Prevention And Control Work Problems And Countermeasures

It has been proved that ngos have become an important component in preventing and managing the AIDS epidemic.From mainland China in 1985 found the first case of HIV,the AIDS epidemic development from day to day serious,the development of HIV/AIDS has become a influence human health and the global social and public management,the important factors that AIDS situation is very serious.With global scientific and technological progress and economic development,profound social changes have taken place in all countries.The social governance pattern of "small government,big society" is increasingly prominent.Government limited management ability and social resources have been unable to effectively deal with complex social issues and public demand,the government,the urgent need for ngos to help the maintenance market and social order,in order to reduce the government’s social management cost,improve the efficiency of the government.Yunnan province as the epicenter of the national AIDS epidemic,NGO participation in the field of AIDS prevention must be the trend and demand of social public governance.Based non-profit organizations such as market failure and voluntary failure theory,the research and analysis of NGO to participate in AIDS prevention and control work in yunnan,using the field investigation and literature study,interviews and other research methods,the selection of representative work in yunnan AIDS-wear top drug dependence treatment and rehabilitation center in yunnan,kunming,behavior and health research center and yunnan parallel 11 ngos,also visited yunnan STD AIDS association and provincial AIDS bureau,government management departments,with a large number of fresh ngos involved in AIDS instance,clarify the participation result,find the existing problems,and grooming problems and the reasons.Finally,by drawing on the experiences and inspirations of ngos from home and abroad,combining with my own work practice,the author puts forward countermeasures and Suggestions.In order to further improve the anti-aids work pattern that the government of yunnan is leading and the social organization to assist in the prevention and treatment of AIDS,reduce AIDS,curb AIDS,improve public governance level and capacity.The innovation of this article from the theory of nonprofit organization research,survey by questionnaire and visits ngos involved in AIDS prevention and treatment situation in yunnan province are analyzed,and find the problems and reasons,and puts forward the countermeasures and Suggestions.These conclusions are in accordance with the objective development law of AIDS prevention in the new situation,and can be operable and valuable.
