| Objective Combine the data source of the Global Fund of AIDS Prevention Program in Hubei Province with fieldwork to reflect the quality and authenticity of the data source. Use synthetical evaluation analysis to find out the execution situation of all 14 counties.Methods 1. Collect the data source and work information of the 14 counties in period 2006.9~12 and 2007.1~6, and compare the values of the core-index report forms and the results of the fieldwork in Random-chosen 4 counties. 2. Collect existing problems in all counties by questionnaire, and use TOPSIS synthetical method to evaluate all the indexes and the seven first-class targets in period 2007.7~12.Results 1. In period 2006.9~12, the coincidence probability of the data in report forms and the results of the fieldwork in Zengdu, Qichun, Xishui and Gucheng were 91.7%,75.0%,91.7% and 66.7%. In period 2007.1~6, the coincidence probability were 87.5%,100%,75.0% and 100%. 2. The results of the TOPSIS analysis in 14 counties were: Nanzhang, Gucheng, Xishui, Zengdu took up the first four places; Hefeng, Fangxian, Fancheng, Ezhou, Zigui and Qichun lied at the last six places. Others lied in the middle. Different county each had its strong point in the seven first-class targets.Conclusions The work and the index values in all counties were in developing. Though there were problems in the AIDS prevention program needed improving, ways and means used in the program were worth learning and discussing. Despite the values of the indexes, we should pay more attention to the quality of the execution and the social effect.
