Research On Government Health Investment In Prefecture-Level City Of Guangxi During “Twelfth Five-Year Plan”

Background With the rapid development of China's economic and society,economic development into the new normal,realizing to build a well-off society in an all-round way as goal,puts forward higher requirements for deepening the health care system reform.The people's living standards continue to improve,the health demand rapid growth,health demand began to diversification and individuation,puts forward higher expectations for deepening the health care system reform.Of industrialization,urbanization,population aging process is accelerated,disease changes,ecological environment deterioration,population migration flows,lack of medical resources and structural contradictions on deepening the reform of medical health system puts forward a new challenge.Purpose The paper tries to analyze the case of governmental medical input of the L city in the period of the 12 th Five-Year Plan and make a comprehensive assessment about the justification of governmental medical investment with the observation on the level of people's health and medical resource allocation.And try to find out the problems hiding in the project and discuss the important spot of the later medical input,share some advice on how to make the policy of governmental medical investment and give theoretical support for the development of the city's healthcare services.Methods Gain related data about governmental medical input by checking documents,trimming data and doing research on the spot.We'll make descriptive analysis and evaluation by using software to handle the information from quantitative data.Besides,we'll use Gini coefficient and Theil index to make qualitative analysis.Results(1)The local population's disease features,as an industrialized city,there is a large floating population,population's density is bigger,has increased from 203.79 people per square kilometer in to 210.71 people per square km;the number of children who have been raised less than the national average,the city has been reached an aging society since2012.Malignant tumors,cerebrovascular disease and heart disease have consistently ranked among the top three causes of death;Per capita life increased by 1.04 years from 2010 to 2015.infant mortality and maternal mortality were significantly lower than the national average,and residents were in good health.(2)Analyzing from the scale of expenditure,the input of medical input has increased from ? 1.846 billion(2011)to ? 2.895billion(2015).However,the proportion of the medical input as to the amount of GDP has remaining a low level in 5 years.The scale is only 5% of the amount of GDP,which is much lower than the level of Guangxi.In the total medical cost,the governmental input is 26.56%,which is 10 percent point less than the Guangxi governmental input at the same time.(3)Analyzing from the structure of input,the city's medical output used to the basic medical and health organization only occupied 23% of the whole fund,which was really lower than Guangxi's 31%.And from 2013,the output of medical security began to be higher than the medical services.(4)Analyzing from the fairness of the input distribution,the standard of L city is better than the average level among Guangxi,even among China.The number of medical organization,bed for healthcare and medical technological stuff which were configured by the administrative region were not fair enough.The main reason of unfair is discovered by using Theil index,which is the gap between the town and village.(5)Analyzing from the efficiency of input,the usage of hospital bed and the average days staying in hospital are still in a low level without any typical change.Conclusions After series of surveys,we've found that the L city mainly has several problems below:(1)The knowledge of the characteristics and local population diseases aren't enough.(2)The total governmental medical input isn't enough.(3)The structure of input is unreasonable.(4)The efficiency of investment is low.(5)The lack of fairness of medical resources.Advices The main reason is lack of restriction mechanism on medical input,unreasonable healthcare planning,imperfect supervision system and undefined liabilities of governmental financing output.We've come up with several advices below according to the city's situation.(1)To promote legislative work and restrain governmental actions.(2)To complete district planning and deploy social resources more reasonable.(3)To pay attention to regional characteristics and make reasonable investment.(4)To set up a major health concept and lay the foundation for reform.(5)To respond to the government's call for supply adjustmen.t(6)To improve supervision system and ensure the implementation of policy.
