stage of the development of the old-age care system.There is no specific regulation on how to carry out the advice.the combination of medical and nursing institutions is also facing a variety of difficulties.In the research sense,this paper holds that the medical and nursing institutional pension system not only has theoretical significance,but also has practical significance.In the theoretical sense,it not only enriches the research content of the healthy aging theory,It also provides a reference for the future research on the combination of medical and foster institutions for the aged.In practical sense,the main body of the old-age care system of the medical institution is composed of three main bodies: the state,the market and the society.Each subject has its own expectations and realistic demands,which is also the practical value of the study.In the research method,this article mainly starts from the investigation method and the analysis method,the investigation method includes the participation forum,the interview method and the questionnaire method,the analysis method includes the case study method and the comparative analysis method.In this paper,seven typical medical and nursing institutions in Y are selected to carry out investigation and research,to understand the difficulties of the development of the old-age care system,collect data and obtain data,so as to lay a foundation for further analysis.In the content of the research,this paper first analyzes the concept of the medical and foster institutional old-age care,which is a new type of old-age care model,which combines the old-age care,medical care,nursing and hospice care,and so on.Its core lies in people-oriented,providing more abundant and better old-age services for the elderly.Secondly,the paper analyzes the current situation of the aging structure of the population in Y.In end of 2017,the basic situation of the development of the medical institution and the new policy of the combination of medical and support institutions for the aged was summarized and compared with the three models.Third,on the basis of the relevant data analysis and interview records,this paper makes a more accurate analysis of the plight and causes of the elderly in Y.From the multi-management of government departments at the government level,the lack of scientific evaluation and supervision system by the government,the imbalance between supply and demand of medical and nursing institutions at the level of medical and nursing old-age care institutions,the uneven level of the medical and nursing institutions,the difficulties in the operation of the institutions,and the pressure on the medical and nursing institutions,At the level of institutional occupants,there are frequent disputes of medical care and maintenance,high standard of charge for old-age care services,and limited reimbursement of medical insurance,which summarizes the key difficulties faced by the current medical and support combined institutions in providing for the aged.Finally,this paper analyzes the new solution to the development of the old-age system of the medical-support organization,and puts forward that the government should strengthen the coordination and management of the departments,make clear the main responsible departments,and improve the mechanism of the combination of medical and nursing in the old-age care industry.The society should ensure the supply of professional nursing talents,and hope to put forward some countermeasures and suggestions for Y to develop a combination of medical institutions to support the aged,and provide some reference for the elderly to provide better old-age care services.In the part of the conclusion,this paper summarizes three innovations.One is the necessity of the development of the old-age institution of the combination of medical and nursing,through the multi-theory of welfare,the theory of active aging.The theory of social exchange and the theory of hierarchy of needs are analyzed.The second is the analysis of the dilemma and causes of the old-age care in the medical institution,and the conclusion is that the core of the problem lies in the lack of understanding and attention to the old-age group;The third is to put forward some suggestions on the construction of the old-age service system of the combination of medical care and support,and think that the promotion of the old-age care model is an opportunity to optimize the medical system and the old-age care system.
