Study On The Influence Of Construction Of "GaoYiTang" On Traditional Chinese Medicine Culture In Primary Health Care Institution

BackgroundAs a national treasure of Chinese cultural heritage,traditional Chinese medicine not only contains profound philosophical wisdom,but also is an important manifestation of China's cultural soft power.Chinese medicine service is closely related to Chinese traditional culture.Without the support of Chinese traditional culture,it is difficult to carry out the inheritance of TCM culture.Therefore,the development of Chinese medicine needs the guarantee of TCM culture.To this end,the party and the government have issued a series of policy documents to support the development of primary Chinese medicine services.To better promote the inheritance of TCM culture,and to achieve the development goal of "integrating traditional Chinese and Western medicine".In response to the policy of the state,Shandong province has promoted the construction of "GuoYiTang" in the primary health care institutions in 2012.It is a comprehensive service area of traditional Chinese medicine with the characteristics of traditional Chinese medicine established in the primary health care institutions.The statistical data of the Shandong provincial health and Family Planning Commission in 2017 showed that the coverage rate of the whole province community health service center and the township health center of the comprehensive service area of traditional Chinese medicine(traditional Chinese medicine hall and GuoYiTang)reached respectively 72.38%and 81.34%.However,it is not clear about the role and effect of construction of "GuoYiTang" on the TCM culture at present.ObjectiveThe main objective of this study is to construct the evaluation system of the influence of the construction of "GuoYiTang" on the culture of traditional Chinese medicine,and to evaluate the role and effect of the construction of "GuoYiTang" on the TCM culture,and provide policy suggestions for improving the construction of"GuoYiTang".Methods(1)Literature analysis:using the literature analysis method to find relevant literature,through the combing of relevant literature to clarify the connotation and structure of culture and TCM culture.(2)Delphy:guided by the cultural connotation of traditional Chinese medicine,using Delphy constructed the evaluation system of the influence of "GuoYiTang" construction on the TCM culture.(3)Analytic Hierarchy Process(AHP):the weight of each index of the evaluation system of construction of "GuoYiTang" on the influence of TCM culture is determined by AHP.(4)Questionnaire survey.First of all,to learn about the basic construction situation of"GuoYiTang" in the cities of Shandong province through the questionnaire survey method.Secondly,according to the index weight conversion method,each index of the index system is assigned,and the evaluation rule for the impact of the construction of "GuoYiTang" on the traditional Chinese medicine culture is formulated.Using the questionnaire survey analyses the role and effect of "Guo Yi Tang" construction on the culture.Research Results(1)Through the questionnaire survey,it has found that the construction of"GuoYiTang" has a certain advantage in the allocation of resources from the overall situation of the construction of "GuoYiTang" in all the cities of Shandong Province,such as human resource,financial resource and facilities,but the construction of "Guo Yi Tang" is weak influence on the traditional Chinese medicine culture,and in the inheritance of traditional Chinese medicine culture is more weak.(2)Using Delphy to construct the evaluation system of the influence of the"GuoYiTang" on the culture of traditional Chinese medicine,the system includes 4 first grade indexes,13 two grade indexes and 37 three level indexes,which basically involves the contents of four aspects of the spirit,system,behavior and material of traditional Chinese medicine culture.(3)Using AHP to determine the weight of each indicator in the evaluation system of the influence of "GuoYiTang" construction on traditional Chinese medicine culture.The weight of the first level index shows that the weight of the "service condition"index is the largest in the four first level index(0.2887),and the weight of " The inheritance of TCM culture "(weight 0.2393)and "The transmission of TCM culture"(weight of 0.2466)are lower than the two indexes of "system construction" and"service situation",which is consistent with the weaker results of "GuoYiTang"construction on TCM culture of transmission and inheritance in Shandong Province.(4)The role and effect of the construction of "GuoYiTang" on the TCM culture were analyzed by the questionnaire survey in 9 township hospitals in Shandong province.Finally,the average score of the 9 regions was 241.89 points(the total score was 300 points).The average scores of the four first grade indexes are as follows:the average score of "system construction" was 70.67(total score 76),the average score of "service situation" was 72.78(total score 78),the average score of "traditional Chinese medicine culture inheritance" was 36.35(total score 73),and the average score of "traditional Chinese medicine culture transmission" was 62.11 points.(total score is 73 points),we can oberrve that cultural inheritance is the weakest on the construction of "Guo Yi Tang".In the service situation project,the average score of"the proportion of Chinese medicine technicians" in the service resources is 4.44 points(total score is 8).In the traditional Chinese medicine cultural heritage project,the average score of the "TCM Literature Museum" is 0 points(the total score of 18),and the three areas investigated have not built the Chinese medicine literature museum;"whether the construction of the Chinese medical record library is not built",the average score of the medical record library of traditional Chinese medicine was 0.67 points(total score of 18),and the final average score of "whether the knowledge of traditional Chinese medicine was online" was 4.67(total score of 10)in the culture communication project of traditional Chinese medicine.Conclusions and SuggestionsOn the whole,the construction of "GuoYiTang" has certain advantages in the allocation of resources such as talents,finance,facilities and equipment.However,some construction of "GuoYiTang" is still mainly on the surface,and the influence of the TCM culture is weak,and the influence on the inheritance of TCM culture is the weakest."Guo Yi Tang" did not go deep into the connotative construction under the guidance of TCM culture,so it could not play a better role in inheriting TCM culture.In addition,some medical staffs in "GuoYihall" still mainly use western medicine in the provision of medical services,rely on the diagnosis and treatment methods of Western medicine,diagnosis and treatment equipment,and do not diagnose and treat diseases under the guidance of traditional Chinese medicine.And the provision of traditional Chinese medicine services is relatively weak and can not give full play to the advantages of Chinese medical services.In view of the role and effect of influence of construction of "GuoYiTang" on TCM culture,the following policy recommendations are put forward:(1)To promote the cultivation of Chinese medicine talents.Talent is the decisive factor in the work of traditional Chinese medicine at the grass-roots level.The construction of "GuoYiTang" should create the training and introduction mode of basic Chinese medicine talents to improve the quality of service level.(2)Strengthen the inheritance of traditional Chinese medicine culture and the innovation of service characteristics.Strengthening the inheritance of TCM culture is the foundation of the construction of "GuoYiTang",and innovate the characteristics of TCM services on the basis of inheritance.In the construction standard of"GuoYiTang",the construction of TCM cultural inheritance and service function design and related standardized system measures should be integrated into one,which can be gradually formed the service mode of sustainable development.(3)Strengthen the guiding role of TCM culture.The effective development of Chinese medicine service needs to spread the TCM culture as a breakthrough.Through the application of new media to increase the transmission of traditional TCM culture,and let the masses of the masses use the healthful culture of traditional Chinese medicine as their own subjective dynamic needs,which can be truly popularized the thought of Chinese medicine service in the folk.(4)Increase policy support for TCM services.With the support of financial support from all levels of government,the construction of "GuoYiTang" has already had certain service advantages.However,the construction of "GuoYiTang" still faces with many problems requiring policy support.Further efforts should be made to increase investment in the cause of traditional Chinese medicine,so as to provide necessary economic support for the construction of "GuoYiTang".
