| Green agricultural development is an important part of the construction of ecological civilization.It is an inevitable requirement for implementing the new development concept of "innovation,coordination,greenness,openness,and sharing" and promoting structural reforms on the supply side of agriculture.It is a prerequisite for implementing the rural revitalization strategy.Ensuring national food safety,resource safety and ecological safety is of great significance.The 18 th National Congress of the CPC has proposed to vigorously promote the construction of ecological civilization.Under a series of major decision-making arrangements of the Party Central Committee and the State Council,green agricultural development has achieved a good start.However,the agricultural production mode with excessive consumption of resources has not been fundamentally changed,agricultural non-point source pollution has not been fundamentally resolved,the trend of ecosystem degradation has not been effectively contained,and the supply of green agricultural products has not been able to meet the growing needs of the people.Therefore,an in-depth study of the status of China’s agricultural green development will help to dig out ways to enhance agricultural green development capabilities,so that agricultural development in various provinces and municipalities can achieve green and sustainable development while taking into account economic benefits.The district formulates reasonable and effective agricultural green development policies to provide useful reference.In order to explore the current status of agricultural green development in China,this paper uses a method of combining literature review and empirical research.First,according to the "Opinions on Innovating Institutions and Mechanisms to Promote Agricultural Green Development" jointly issued by the General Office of the CPC Central Committee and the General Office of the State Council of objectives and guidelines for agricultural green development.Construct an evaluation index system for China’s agricultural green development capabilities from four aspects: the effective use of resources,ecological environmental protection capabilities,agricultural green development support capabilities,and agricultural green supply capabilities.Second,use the weighted TOPSIS method to comprehensive evaluation of agricultural green development capabilities in 30 provinces and municipalities in China from 2012 to 2017.The empirical results show that:(1)overall,China’s agricultural green development capabilities are at a relatively low level;(2)by region,the agricultural green development capabilities of various provinces and municipalities exist Significant differences,with strong agricultural green development capabilities in Beijing,Inner Mongolia Autonomous Region and Heilongjiang Province;(3)In terms of dimensions,provinces and municipalities show significant differences in different dimensions of agricultural green development capabilities:Qinghai Province,Ningxia Hui Autonomous Region,Guizhou Province and Shaanxi Province Environmental protection capabilities are strong,Inner Mongolia Autonomous Region and Heilongjiang Province have strong support for agricultural green development,and Beijing,Shanghai and Jiangsu Province have strong green agricultural supply capabilities.At the same time,Beijing,Shanghai and Fujian Province have more effective resource utilization capabilities.Strong;then,using the system clustering method to cluster China’s 30 provinces and municipalities according to the evaluation results of agricultural green development capabilities,divided into four types of regions;finally,based on empirical results,proposed policies to enhance China’s agricultural green development capabilities Suggestions:(1)Energy conservation and consumption reduction,and improve the effective use of resources;(2)Scientific governance to improve the ability of ecological environment protection;(3)Incentive and guidance to strengthen the support for green development of agriculture;(4)Lead the whole process to increase the supply of green agricultural products ability. |
