The protection of cultivated land resources is an important issue related to national security and people's livelihood.The per capita cultivated land area in China with a large population base is only 0.10 hectares,and the contradiction between man and land is becoming increasingly prominent.Jilin Province is located in the northeast of China,where the natural conditions of agricultural production are unique.It has the title of "land of black land".The main land use types are woodland and cultivated land.The cultivated land mainly distributes in the central and Eastern regions.99.2% of the high-quality cultivated land is concentrated in the eastern region,but 87.6%of the cultivated land still has no irrigation facilities and agriculture.The basic conditions of business operation still need to be improved.From 2006 to 2017,although the cultivated land area in Jilin Province fluctuated,it was in a controllable state.At the end of 2017,the cultivated land area was 5.817 million hectares,which decreased by 1199,000 hectares compared with 7.07 million hectares in 2013,but increased by 152,200 hectares compared with 2006.The specific change process can be divided into two stages of steady growth in 2006-2013.The basic stable stage from 2014 to 2016 and the second downward stage from 2017 are three periods.Jilin Province is an important commodity grain production base in China.It undertakes the important task of commodity grain export.The pressure of urbanization construction land demand in Jilin Province is increasing.It is necessary and feasible to pay attention to the non-agricultural problem of cultivated land.In order to verify the main driving factors of farmland conversion in Jilin Province and put forward reasonable guiding countermeasures,this paper constructs a multiple regression model,and selects model analysis indicators from three aspects of economic development factors,social development factors and policy mechanism factors,combining with the data in the statistical yearbook of Jilin Province and related announcements from 2006 to 2017.Empirical analysis shows that the proportion of fixed assets investment in GDP,land comparative income,urbanization level and local land financial proportion have significant negative correlation with the change of cultivated land area in Jilin Province.Based on the above analysis results,this paper argues that we can improve the intensive utilization rate of urban and rural land,take more measures to safeguard the financial needs of local governments,improve the assessment mechanism of responsibility for cultivated land protection objectives,solve the dilemma of local government' land finance and performance,improve the balance system of cultivated land occupation and compensation,and improve the mechanism of land transfer,evaluate the value of cultivated land reasonably,promote the development of agricultural science and technology,improve the protection mechanism of cultivated land.Through the reasonable guidance of the problem of farmland non-agricultural in Jilin Province,we can promote the stability of cultivated land area and the sustainable development of cultivated land resources in Jilin Province.
