Study On Benefit Evaluation Of Comprehensive Reform Of Agricultural Water Price In Tongrenqiao Reservoir Irrigation Area

Water resources is important to the survival of human.The water consumption is huge in our country and the agriculture water consumption accounts for more than 60%,while Agricultural water saving is the potential of water saving.In order to promote the work of the integrated agricultural water price reform,our country chose 80 counties in 27 provinces for the comprehensive agricultural water price pilot in 2014,and it already has made certain achievements after years of reform.In order to scientifically evaluate the benefits of the comprehensive reform of agricultural water price and provide theoretical guidance for the next step of the reform,this paper constructs the comprehensive benefit evaluation index system of the comprehensive reform of agricultural water price to comprehensively evaluate the benefits of the reform in the aspects of water saving,economy,society and ecology,and the evaluation model is also determined.Tongrenqiao irrigation area,a pilot area for comprehensive reform of agricultural water price,is selected as the research object for evaluation.(1)This paper systematically reviews the research progress in the comprehensive reform of agricultural water price and its benefit evaluation at home and abroad,expounds the concepts and theories related to the comprehensive benefit evaluation of agricultural water price comprehensive reform,and lays a theoretical foundation for the comprehensive benefit evaluation.(2)Focuses on analyzing the content of the agricultural water price reform of comprehensive benefit evaluation,clearing up the logical relationship,to establish a set of evaluation index system of comprehensive benefit of agricultural water price reform,The system has a total of 17 indexes,including water saving benefit,economic benefit,social benefit and ecological benefit in four aspects.It has 7 qualitative indexes and 10 quantitative indexes.With national laws and regulations and industry standards as reference basis,the index of hierarchy standard is determined.(3)Compare and analyze the common subjective and objective weighting methods,using the analytic hierarchy process to weight the criterion layer,and the structural entropy weight method to weight the index layer.Use the fuzzy comprehensive evaluation method to evaluate the method,and build a comprehensive evaluation model.(4)Taking the irrigation area of Tongrenqiao reservoir as the research object,combine the basic situation and the current situation of comprehensive reform of agricultural of the irrigation area,basing on the comprehensive benefit evaluation system and evaluation model of agricultural water price comprehensive reform to evaluate the irrigation area of Tongrenqiao reservoir.The evaluation results show that the comprehensive benefits of the reform in the Tongrenqiao reservoir irrigation area are “good”,among which the economic and social benefits are“good”,and the water-saving benefits and ecological benefits are“general”.Basing on the evaluation results,the paper puts forward the corresponding measures and Suggestions for the follow-up comprehensive reform of agricultural water price.
