Under The Strategic Background Of Maritime Power Research On The Transformation And Development Of Marine Fishery In South China Sea

The 18 th CPC national congress put forward the strategy of maritime power,It sets clear requirements for the growth of Marine fishery economy,the protection of Marine ecological environment and the protection of Marine rights and interests.However,the current development status of Marine fishery in the south China sea is far from the goal and requirement of the Marine power strategy,the fishery economy grows slowly,the fishery ecological environment suffers the serious damage and the Marine rights and interests safeguard strength is weak and so on.In the context of the implementation of the maritime power strategy,the maritime fishery economy in the south China sea should be promoted to achieve sustainable growth,the ecological environment of the offshore fishery in the south China sea should be protected and repaired,and the rights and interests of the fishery in the south China sea should be strengthened.Therefore,in view of the current south China sea Marine fishery development problems,the current Marine fishery in the south China sea must accelerate its transformation,the development of Marine fishery in the south China sea will be brought closer to the strategic goal of becoming a maritime power and the implementation of the strategy of becoming a maritime power will be vigorously promoted.At present,governments at all levels of the three provinces(regions)in the south China sea have implemented a series of Marine fishery transformation policies,these policies and measures have achieved some results,but there are still many problems.South China sea fishermen are the direct "users" of the south China sea Marine fishery transformation policy and the most direct examiners of the south China sea fishery transformation policy,the response of various groups of fishermen in the south China sea to the Marine fishery transformation policy in the south China sea,the measures taken,difficulties encountered and existing problems are the most important and direct reflection of the achievements and existing problems of the south China sea fishery policy.Therefore,from the perspective of bottom-up,this paper adopts the research method of combining first-handinterview data and literature data obtained through field investigation,In the process of fishery transformation in the south China sea,the countermeasures taken by the government in fishery policy,difficulties encountered and their causes are analyzed,as well as,by comparing and learning from the successful experience of Marine fishery transformation in developed countries and regions at home and abroad,reflect on the gains and losses of the Marine fishery transformation in the south China sea from the bottom up,and put forward corresponding countermeasures and Suggestions from the government,individual fishermen,fishery enterprises and fishery organizations,so as to promote the transformation of Marine fishery in the south China sea and promote the implementation of China's Marine power strategy.The text is divided into three parts:The first part is the necessity of fishery transformation in the south China sea and government policies and measures.Due to the severe depletion of offshore fishery resources in the south China sea,the intensification of disputes in the south China sea and the proposal of the strategy of maritime power,the transformation of the south China sea fishery must be accelerated.To this end,the governments at all levels of the three provinces(regions)in the south China sea have formulated a series of policies on fish control,fishery ecological environment protection and restoration and policies on promoting the development of nansha fishery.Part two: social response measures,difficulties and existing problems of fishermen in the south China sea.The south China sea fishermen in the society,the individual fishermen,fishery enterprises and fisheries organizations according to their own conditions to implement the transformation of the government policy has taken a series of countermeasures,exist to reduce ship production,nansha fisheries development difficulties,fishery enterprise demonstration ability weak,the transformation of development in driving the struggling,and fisheries service capability is not strong.The third part,the south China sea Marine fishery transformation reflection and the countermeasure suggestion.The main reasons for the difficulties in the social fishery transformation of fishermen in the south China sea are as follows: lack of effective communication and interaction between the government and fishermen;insufficient mutual trust between the two sides;insufficient implementation of the government fishery policy;and low efficiency.Fishermen overall cultural quality level is low,conservative ideas;The government's support to fishery enterprises and organizations is insufficient,and the development concept of fishery enterprises and organizations lags behind.Therefore,it is necessary to establish an interactive connection mechanism between the government,individual fishermen,fishery enterprises and fishery organizations,strengthen the understanding and mutual trust between thegovernment and fishermen,and formulate fishery transformation policies in the south China sea according to local conditions.Improve fishermen's overall cultural quality and guide fishermen to change their conservative ideas,give full play to the leading role of fishery enterprises and enhance the service and management capacity of fishery organizations.In this way,the transformation of fishery in the south China sea will be further promoted and the strategy of maritime power will be implemented.
