Cultivated land resources not only bear the national food security,but also are an important material basis for human survival and development.They can also provide a variety of ecosystem services.However,for a long time,people have only paid attention to the economic value of cultivated land,neglected the ecological value of cultivated land,and became one of the incentives for excessive non-agriculturalization of agricultural land.This will not only lead to a reduction in the amount of cultivated land,affecting the country’s food security,but also lead to the destruction of the ecological environment of cultivated land and the decline of the service function of cultivated land ecosystem.Therefore,it is necessary to make corresponding mechanisms and policy design for the implementation of ecological compensation for cultivated land protection.At present,China’s ecological compensation mechanism for cultivated land resources is still not perfect.Considering the limited nature of ecological compensation funds and the differences in regional space,how to arrange ecological compensation for the protection of cultivated land resources in an orderly manner,that is,how to implement ecological compensation for the protection of cultivated land resources.Arranging has become an urgent problem to be solved.Therefore,this paper attempts to establish a theoretical analysis framework for the priority of ecological compensation for regional cultivated land protection,and takes Hubei Province as an example to demonstrate the method of discriminating the priority of ecological compensation for regional cultivated land protection,and then determine the classification type of ecological compensation priority,and in space.On the scale of time and time,the dynamic changes of the priority of cultivated land protection ecological compensation in Hubei Province were analyzed by measuring the change of the value of cultivated land ecosystem services in Hubei Province.On the one hand,it improves the efficiency of fund allocation in the process of ecological compensation for cultivated land protection,avoids problems such as resource mismatch or insufficient incentives in the process of ecological compensation of cultivated land protection,and provides reference for the study of ecological compensation priority of cultivated land protection in the same scale research area.Firstly,based on the existing related research,the thesis is based on the theory of public goods,externality theory and sustainable development theory,and defines the conceptual connotation of the priority of ecological compensation for cultivated land protection.The importance and principle of compensation priority,as well as the theoretical framework(compensation subject,compensation mode,etc.)are elaborated and constructed;then the comprehensive measurement model and the grey prediction model are adopted to comprehensively consider the cultivated land ecosystem in the region.Service value,arable land ecological sustainability and regional economic and social development,try to establish a priority model for arable land protection and ecological compensation to establish 16 cities in Hubei Province(this study considers that Shennongjia is mainly a forest area and therefore does not include it in cultivated land.In the study of ecological compensation compensation,the ecological compensation priority of cultivated land protection is divided;then the priority type is divided by the natural fracture method;finally,the cultivated land of Hubei Province between 2007-2015 and 2016-2015 is measured on the scale of space and time.The amount of change in the value of ecosystem services,Priority Dynamic changes of ecological compensation for the two periods farmland protection.The main findings are as follows: The ecological compensation priority types are divided into Class I,Compensation Class II,Class III Compensation Area,Class IV Compensation Area and Class V Compensation Area according to the order of compensation.The areas in the compensation zone are mainly Xiangyang City and Jingzhou City;the Class II compensation zones are Jingmen City,Xiaogan City and Huanggang City respectively;the areas belonging to Class III compensation zones are Suizhou City,Yichang City,Tianmen City and Qianjiang River.City and Xiantao City;the areas belonging to the Class IV compensation zone are Shiyan City,Enshi Prefecture,Wuhan City,Huangshi City and Xianning City;Ezhou City is a Class V compensation zone.The priority level of ecological compensation for cultivated land protection in the cities of Hubei Province between 2007 and 2015 and 2016-2025 remained basically unchanged.This paper analyzes the theoretical framework of ecological compensation for cultivated land protection and empirical analysis of Hubei Province as an example,which further enriches the theoretical significance of regional ecological compensation for cultivated land protection.It has certain universality and can be used for national or regional related cultivated land protection ecology.The establishment of compensation priorities provides the basis and recommendations for reference. |
