Cultivated land is the most precious agricultural resource and the basis of food production.For a long time,China’s extensive agricultural development mode has caused serious overdraft of cultivated land,serious overexploitation of groundwater,soil degradation,and increased nonpoint source pollution in some areas.In response to these problems,the Central Committee of the Party and the State Council proposed at the fifth plenum of the Central Committee 18 th "to study the introduction of a pilot system of rotation of arable land and steam farming" and called for "the creation of a compensation system for the protection of agricultural land".In the current rotation fallow protection and compensation system,most of them only consider the economic value of cultivated land production,ignore the ecological service value of cultivated land,and do not carry out corresponding ecological compensation for farmers who implement rotational fallow farming.At present,the research and practice of ecological compensation of cultivated land in China is still in the stage of discussion,the evaluation system of the ecological compensation standard of cultivated land has not yet determined the systematic path,and the evaluation of the ecological compensation standard of cultivated land is based on the normal operation of cultivated land,the use of the principle of externality to internalize the external value of ecology as an environmental compensatory standard for cultivated land,and there is less research on the ecological compensation standard of farmland protection with rotation fallow as the path.Suzhou began to explore the pilot model of rotational fallow farming in 2015,and entered the city’s promotion stage in 2017.The rotation method is mainly planting green manure,and the fallow farming method is fallow and sunbathing.According to statistics,from 2017 to 2018,the city implemented 188,700 mu of arable land rotation fallow,and the implementation area from 2018 to 2019 reached 30.16 10,000 mu,by the end of 2020,the city has implemented a total of 1,094,700 mu of rotational fallow farming,and the exploration of the rotation fallow mode is relatively mature.In view of this,this thesis takes Suzhou City as an example,according to the particularity of crop rotation fallow and the principle of "who protects,who benefits" and "who benefits,who compensates" in the principle of crop rotation fallow,the compensation subject of the ecological compensation for farmland protection in the mode of rotational fallow will be defined as urban residents,and the compensated subject will be defined as farmers who apply for rotational fallow,focusing on the implementation of the ecological compensation standard of cultivated land in the process of rotational fallow.On the basis of defining the stakeholders related to ecological compensation in the implementation of rotational fallowing,analyzing the impact of rotational fallow on the ecological service value of cultivated land,calculating the increase in the ecological service value of cultivated land in the process of implementing rotational fallow by inverted method,and introducing the ecological overload coefficient model and the ecological compensation correction coefficient model to calculate the ecological overload coefficient of cultivated land in Suzhou.In this way,the value of the ecological service function improvement in the implementation of rotational fallow farming in Suzhou city was revised,and then evaluate the ecological compensation standard for the implementation of rotational fallow farmland.According to the assessment results,corresponding policy recommendations are proposed.According to the above ecological compensation standard calculation results,the total increase in the value of ecological services for cultivated land in the pilot project of rotational crop fallow in Suzhou from 2018 to 2019 was 29.8292 million yuan.In 2019,the ecological overload coefficient of cultivated land in Suzhou was-0.256,and the ecological compensation correction coefficient was 1.098,so the amount of ecological compensation that needed to be paid for the implementation of crop rotation fellow was 8.3846 million yuan,and the compensation standard was 28 Yuan/mu.Finally,from the perspective of ecological compensation,the subsidy mechanism for rotational fallowing is improved,the differential compensation for rotational fallowing is carried out according to local conditions,the subsidy is linked to the effect of fallow,and the level of subsidy for rotational fallow is dynamically adjusted.
