Study On Safety Risk Prevention Of Marine Fishing Vessels In Shishi City

Fishery economy occupies a high proportion in the national economy.Influenced by various factors,safety accidents occur frequently,which is a common problem in the world.Therefore,marine fishing is also recognized as a high-risk industry.The report of the Nineteenth National Congress of the Communist Party of China pointed out that we should carry forward the idea of life first and safety first,and focus on strengthening the work of safety production.Shishi is one of the top 100 fishery counties and cities in China.It has 849 marine fishing boats.Its domestic marine fishing output is 316541 tons,ranking first in the country in terms of output and capacity.Doing a good job in preventing the safety risks of marine fishing vessels in Shishi City can help the marine economic development of Fujian Province better,and also play a good role in demonstrating the risk prevention of other fishing areas.Based on the theory of safety risk prevention,accident-causing theory,Multi-center Management and other related theories,this study adopts the methods of investigation,case analysis and literature research,and according to the actual situation of safety risk prevention of marine fishing vessels in Shishi City,summarizes the problems existing in the government's safety risk prevention and management of marine fishing vessels: publicity and training of fishery safety production Educators The causes of these problems are analyzed,including formality,profit-seeking of employees,neglect of safety,lack of policy support,insufficient investment,insufficient safety production supervision team,backward equipment and imperfect emergency management mechanism.Combining with the actual development of Shishi City,this paper puts forward some countermeasures,such as improving the fishery safety supervision and management system and long-term mechanism,strengthening the supervision of propaganda,education and training institutions,strengthening the safety supervision of fishery production process,strengthening the security of fishery safety production,and strengthening the security force of fishery safety supervision,so as to improve the ability of safety risk prevention and management and ensure the safety of fishery production in Shishi City.
