Study On The Management Of Fishing Vessels From The Perspective Of Sustainable Utilization Of Marine Fishery Resources

With the increase of the number of fishing vessels in our country,fishermen carry out competitive fishing under the tempation of economic interests,which threatens the fishery ecosystem.Therefore,the state has promulgated a vessel management system,which highlights the "double control" management system.The fishing behavior can be reduced by controlling the number and the power of fishing vessels.on the one hand,the target can be achieved through the policy of vessel updating and transformation.On the other hand,the fishing production can be regulated by the policy of fishing license system.The implementation of fishing vessel management system is directly related to the production and life of fishermen,the development and protection of fishery ecological resources and the development of marine economy.Taking the implementation effect of vessel management system in Beihai Guangxi as the research object,this paper summarizes the implementation effect of fishing vessel management system,finds out the problems of fishing vessel management system and analyzes its causes from the perspective of sustainable utilization of marine fishery resources as a system maker and executor.At last,this paper explores ways to integrate the fishing vessel management system with local development practice by local governments.This paper uses the method of literature analysis and field investigation to obtain relevant data,while using Marxist dialectical materialism analysis method and comparative analysis method to study Beihai fishing vessel management.It is found that the fishing vessel management system in Beihai exists 7 issues as follow.1.The difficulty of reducing fishing intensity;2.The chaotic phenomena of fishing vessel with "big machine small label";3.The illegal shipbuilding with fake certification;4.The difficulty of banning "three no" fishing vessel;5.The difficulty of optimizing fishing vessel structure;6.The difficulty of ship reduction and transformation;7.The still high intensity fishing in offshore areas.In view of these problems,eight reasons for the implementation of the fishing vessel management system are summarized:1.the unsolved problem of fishing competitiveness;2.the lack of scientific proof in the establishment of the basis of the fishing vessel "double control"system;3.The lack of unified standards and incentives in the renovation and transformation of fishing vessels;4.The incompleteness of the withdrawal mechanism of fishing vessel management;5,The paradox inherent in the fishing vessel oil price subsidy;6,the lack of law enforcement in fishing vessel management;7,the lack of scientific data guidance in fishing vessel management;8,the lack of fishermen and industry participation in fishing vessel management.Finally,seven suggestions are put forward to solve these problems and reasons:to promote the implementation of output control of fishing vessel management,to explore and establish the circulated mechanism of "double control" index of fishing vessel,to perfect the fishing vessel management system,to innovate the mode of fishing vessel transformation and fishermen career change,to strengthen the law enforcement management of local fishing vessel,to strengthen the construction of fishermen's grass-roots organizations,and to publicize fishing vessel management system.
