Research On Performance Evaluation Index System Of The State-owned Forest Farms In Southern Collective Forest Region Under The New Situation

Forestry,as one of China’s important industries,not only produces high-quality forest products for the society,but also shoulders the heavy responsibility of constructing ecological civilization.The state has always paid high attention to the development of state-owned forest farms,and standardized the management of state-owned forest farms through the implementation of several rounds of reforms.In the context of the new round of reform of state-owned forest farms in 2015,for the Southern Collective Forest Region,the original state-owned forest performance evaluation system is no longer applicable and new performance evaluation system for state-owned forest farms needs to be constructed to reflect the performance of state-owned forest farms under the new situation.At the same time,the construction of a new performance evaluation system is also of great significance to the scientific development of China’s state-owned forest farms,the sustainable development of China’s forestry,and the development of China’s ecological construction.First,based on the analysis of the basic conditions of state-owned forest farms in the Southern Collective Forest Region,this paper has combed the reform process of state-owned forest farms,and also analyzed the impact of the new round of State-owned Forest Farm Reforms on the performance of state-owned forest farms in Southern Collective Forest Region according to the contents of the new round of State-owned Forest Farm Reforms.Then this paper has concluded that the focus of the performance evaluation of the state-owned forest farms lies in forest management,and the ecological and social benefits.Secondly,after establishing the objectives,principles and contents for the performance evaluation of state-owned forest farms in the Southern Collective Forest Region,this paper has used the AHP to construct a performance evaluation system of 32 indicators at the four levels-the overall level,the status level,the theme level and the indicator level-to evaluate the performance of state-owned forest farms in the Southern Collective Forest Region,with taking the management process and the management effectiveness of state-owned forest farms as the status-level elements,and analysing the following seven theme-level elements: cultivating forest resources,developing and utilizing forest resources,maintaining the protection of forest resources,reforestation of science and technology,ecological benefits,economic benefits,and social benefits.Thirdly,through field surveys to collect the actual situation and reform status of the case forest farm,and based on the 2015-2017 report data of it,this paper has used the performance evaluation index system,combined the weights which established by the expert scoring method to quantitatively measure the performance of the reformed case forest farms,and constructed to obtain a better performance of the case forest farm after this reform.Finally,based on the actual situation,this paper has pointed out the countermeasures and suggestions needed to improve the performance of state-owned forest farms and in depth reforms.
