Study On The Implementation Effect Of Ecological Public Welfare Forest Compensation Policy And The Satisfaction Of Forestry Farmers In Mountain Areas Of Beijing

In recent years,forestry industry has been vigorously developed in Beijing,the construction of landscape greening has been taken as an important measure to improve the ecological environment of the capital.The ecological public welfare forest in Beijing mountainous area is the first ecological barrier of the capital.The construction of ecological public welfare forests in mountainous areas not only has great significance for Beijing's ecological environment,but also affects the life of local forest farmers.On the one hand,the compensation mechanism for ecological public welfare forest in mountainous areas promotes the construction of ecological public welfare forests in mountainous areas.On the other hand,it compensates the loss of forest farmers' complete forest rights and forestry economic income.The compensation mechanism has been implemented since 2004.Although there has been continuously revised and improved,it still has shortcomings.This study determined the surveyed areas and the villagers interviewed by means of sample surveys,collected objective data about mountain ecological forest management in the survey areas,from to towns to villages.And in this study,the Participatory Rural Appraisal was used to conduct individual surveys and satisfaction surveys of forest farmers.This survey is in 10 districts.In 2017,a total of 776 forest farmers in 99 administrative villages from 32 townships were surveyed.And in 2018,842 forest farmers in 96 administrative villages from 32 townships were surveyed.On the basis of the field investigations,the descriptive statistical analysis method was used to explain the implementation effect of the mountain ecological forest,s compensation policy,and the structural equation model to establish the forest farmers'satisfaction index model.Research indicates:(1)The mountain ecological public welfare forest management has achieved good results;(2)The ecological public welfare forest construction promote mountain development in both economic and environmental aspects,and the development space is large;(3)Forest farmers' expectation,perceived quality and perceived value are positively affecting forest farmers' satisfaction.Forest farmers' satisfaction also affeets forest farmers' trust and complaints.Among them,perceived quality and perceived value have the most direct and important impact on forest farmers,satisfaction.Finally,suggestions for improving the compensation policy for mountain ecological forest are proposed:(1)Establish a monitoring system for the effectiveness of ecological public welfare forest management;(2)Open up more forestry industries and increase forestry income outside forestry policies for forestry farmers;(3)Increase ecological public welfare forest compensation income,provide more forestry jobs;(4)Improve policy publicity.
