Study On Drinking Water Safety Control Of Rural Residents

Rural drinking water safety refers to the timely and convenient access of rural residents to adequate,clean and affordable drinking water.As a livelihood issue,rural drinking water safety has always been the focus of the relevant departments of the Party and the state.On March 29,2018,the Chinese Water Conservancy Society issued the Rural Drinking Water Safety Evaluation Criteria(T/CHES 18-2018),which was implemented on June 1,2018.It is the latest indicator to measure the safety of rural drinking water.The guidelines point out that the four criteria for measuring the safety of rural drinking water are water quantity,water quality,water convenience and water supply guarantee rate.According to the deployment and approval of the Party Central Committee and the State Council,since 2005,China has formulated and implemented the "Emergency Plan for Rural Drinking Water Safety 2005-2006","Eleventh Five-Year Plan for National Rural Drinking Water Safety Project" and "Twelfth Five-Year Plan for National Rural Drinking Water Safety Project".The implementation of the three-stage plan has basically solved the problem of rural drinking water safety in China.Problem.At the end of 2015,the Ministry of Water Resources promulgated and implemented the 13th Five-Year Plan of the National Rural Drinking Water Safety Consolidation and Promotion Project,which means that the rural drinking water safety management has entered a new stage.Governments at all levels and relevant departments have placed the work of rural drinking water safety management in a prominent and important position,further intensified the work and investment,and the work of rural drinking water safety management has achieved remarkable results.However,the task of drinking water safety management in rural areas is still arduous,and there are still many unavoidable practical problems,such as weak water source protection and water quality guarantee,inadequate management and technical strength of drinking water projects in most rural areas,and there are still worries about the safety of drinking water from the source to the tap.In this regard,governments at all levels should also resolutely implement the central government's strategic plan on drinking water safety management,and continue to do a good job in rural drinking water safety management.At present,the rural drinking water management in our country is summarized in three aspects:first,we must solve the problem of difficult drinking water for rural residents.Only when there is water to drink,can we carry out the next step of governance research,such as implementing emergency projects of rural drinking water projects to ensure the supply of drinking water;secondly,we should ensure the quantity of water supply and solve the water quality problems,so that there is water and safe water from time to time,which must be done.Expanding the construction of rural drinking water safety projects,such as filtration and purification facilities;Finally,on the basis of realizing the first two aspects,how to realize the convenience,efficiency and safety of water use should be considered,such as increasing investment,rationally constructing water pipe network and improving coverage.Only by improving rural drinking water safety projects,can rural residents not worry about having no water to drink and water to drink.The quality is guaranteed and the water intake is convenient enough.At present,the problem of drinking water safety in rural areas still exists,and the harm to the country and people cannot be ignored.Based on the analysis of the source,significance and research results of domestic and foreign research literature on rural drinking water safety management,this paper puts forward the content and research methods of this study.At the same time,it emphasizes the non-competitiveness and non-exclusiveness of public goods,and water resources,as a natural resource,can be shared by all mankind,which conforms to the attributes of public goods.According to the Rural Drinking Water Safety Evaluation Criteria,this paper summarizes the problems of rural drinking water safety in Gaoqiao Town,Wuding County,and the causes and effects of these problems.Combining with the achievements of provincial government departments on drinking water safety management,it collects practical experience of rural drinking water safety management in Gaoqiao Town,Wuding County,and summarizes the rural drinking water safety management in Gaoqiao Town,Wuding County from the perspective of public goods.Specific measures and results,and put forward Wuding County Gaoqiao Town rural drinking water safety management dilemma.Finally,according to the theory of public goods and the actual situation of Gaoqiao Town in Wuding County,this paper puts forward the improvement path of governance,and draws the conclusion that as long as the government,society and residents reach a consensus,break the inherent thinking.dare to innovate and take on the responsibility,even if the problems are complex and changeable,the rural drinking water security problem can be effectively solved.
