Research On The Solution To The Problem Of Rural Drinking Water Safety In C Count

People regard food as their priority and water as their priority.Access to safe drinking water is the basic need for human survival.Rural drinking water safety is related to the health and happiness index of farmers and the sustainable development of rural economy.According to the data of the seventh national census,although the process of urbanization has pushed a large number of Chinese rural population into cities,by the end of 2020,China’s rural population has reached 510 million,accounting for 36.11%of the national population.Rural drinking water is still related to the physical and mental health and normal life of nearly half of Chinese people,which can not be ignored at any time.At present,China’s rural areas do not pay enough attention to the protection of water sources,the shortage of water resources,substandard water quality and other phenomena are still common.Low construction standards of drinking water safety projects,non-standard operation and management,and untimely matching of operation and maintenance funds still restrict rural drinking water safety.County C is an island county.It is short of fresh water resources,and the problem of unsafe drinking water is particularly prominent,which has seriously affected the production,life and even survival of island residents.Through the in-depth analysis of the drinking water safety problems in C County,this paper explores the factors restricting the drinking water safety,and puts forward targeted and operable solutions,so that the island residents can obtain safe and sufficient water resources,bring happiness to the villagers,promote the economic development of C County,and provide water resources guarantee for the full implementation of the Rural Revitalization Strategy in C County.This paper carries out the preliminary preparation of the paper through the research background and significance,research review at home and abroad,research ideas and methods,innovation and shortcomings of the paper.Based on the definition of relevant concepts and theoretical basis,this paper constructs a theoretical basis for the smooth writing of this paper.This paper systematically expounds the development process of rural drinking water safety in China,summarizes the problems of rural drinking water safety in C County Based on the results of questionnaire survey and interview,deeply analyzes the problems and causes of rural drinking water safety in C County,and finds the root of the problems.There are three main problems in rural drinking water safety in County C:low assurance rate of water source,low assurance rate of water quality and low assurance rate of water supply.The main reasons for the problems are resource-based water shortage,the "reconstruction and light management" of drinking water safety projects,and the difficulty in ensuring the operation and maintenance funds of drinking water safety operation projects.By learning from the excellent experience of rural drinking water safety at home and abroad,we can find out effective measures more suitable for rural drinking water safety in China.Suggestions are put forward to improve the rural fresh water reserve of county C,strengthen the supervision of rural drinking water safety industry,and strengthen capital guarantee.To improve the rural fresh water reserve of county C,we should start from four aspects:the protection of drinking water source,the implementation of seawater desalination project,pipe network extension project and other supplementary water source projects.To strengthen the supervision of rural drinking water safety industry,six measures are taken to establish and improve the "three systems" for the operation and management of rural drinking water safety projects,implement the "three responsibilities" for rural drinking water safety management,improve the professional ability of rural water plant staff,strengthen the publicity of drinking water safety,strengthen industry supervision and establish an emergency system for rural safe water supply.Efforts should be made to actively strive for financial funds,implement operation and management funds and implement paid water supply,so as to strengthen the guarantee of operation and maintenance funds of drinking water safety projects.Taking C County as an example,this paper studies the countermeasures to solve the problem of rural drinking water safety in China,and its innovations are mainly reflected in two levels:first,it comprehensively expounds the development process of rural drinking water safety in China.After analyzing the current situation of rural water supply in C County,it puts forward the problems of low water source assurance rate,low water quality assurance rate and low water supply assurance rate in C County,It belongs to practical innovation under the guidance of theory.Second,on the basis of learning from domestic and foreign rural drinking water safety measures,this paper puts forward targeted and operable policy suggestions for C County and other rural areas in China,including improving rural fresh water reserves,strengthening rural drinking water safety supervision,establishing long-term management system and operation mechanism,which belong to policy innovation under comparative analysis.
