Study On The Implementation Effect Of Evaluation Prairie Ecological Protection Policy In Xinyuan County

In recent years,under the influence of natural factors and human factors,the ecological environment of prairie in our country has been deteriorating.To this end,the state and the government carried out a large-scale prairie protection and Shepherd settles and ecological protection subsidies and other major prairie ecological protection policy.However,there are differences in the area and time period and livelihood of herdsmen in the implementation of policy.The effect of policy implementation is reasonable and fair,and scientific evaluation system needs to be studied.This paper focused on the current situation and effect level of the current prairie ecological protection policy in Xinyuan County,and evaluated it,analyzed the existing problems,and put forward suggestions for improvement,which could provide reference for the protection and management of prairie ecology Sexual basis.In the process of research,we selected different types of sub-policies and common evaluation indexes from the perspective of pastoralists to establish multi-level and multi-factor evaluation index system respectively;formulate the ecological behavior of herdsmen who can reflect the ecological protection and construction effect,the AHP method was used to evaluate the factors,and the proportion of the relevant indicators was determined.The relative value of each factor in the evaluation system is obtained,and then the evaluation index of the prairie ecological protection policy is analyzed,to ensure the scientific nature of the results.The main conclusions are as follows:(1)The indicators that affect the implementation effect of prairie ecological compensation policy are the indicators of herders' livelihood behavior,the degree of financial subsidy,the second is the livelihood of the herdsmen,and then the degree of financial subsidy;the effect of the comprehensive policy of prairie improvement.The largest for the herdsman livelihood economic development,followed by perceived ecological efficiency indicators,followed by herders for ecological awareness of awareness of conservation indicators.At the same time,the Xinyuan County prairie improvement project policy evaluation score in the third division,indicating that the implementation of the policy project brought about by the implementation of the general effect;ecological compensation policy implementation evaluation score in the fourth division.The implementation of the policy brought about by the effect of good;prairie improved comprehensive policy and ecological compensation policy two evaluation system comprehensive evaluation index in the third grade division,indicating that the overall effect of the implementation of the general,we can see the implementation of the new herdsmen of the existing prairie ecological protection policy effect of the overall satisfaction level as a general.(2)It is found that there are some areas of prairie degradation in the current prairie ecological protection policy in Xinyuan County,the project coverage area is small,the industry support is insufficient,the subsidy is lack of targeted and the standard is low,the subsidy period is short;The cost increases,the prairie property awareness is unclear,the new production and lifestyle is not suited to the problem.In the future implementation of prairie ecological protection and construction,the local government needs to pay attention to and consider the ecological management project investment and construction of the quality and results of the solid,set up and increase the new prairie construction comprehensive subsidies and efforts,prairie management and ecological management.The improvement of the stable organization system and the construction of the long-term system,the resettlement of the herdsmen,the right of contracting the prairie and the guarantee of the livelihood mode of the herdsmen.
