China is a populous country.With the continuous increase of national income,the demand of meat production especially mutton is increasing.Mutton sheep is the dominant species in the Inner Mongolia Autonomous Region,also pastoral area of Inner Mongolia is the main producing area of China’s mutton sheep.The mutton sheep in the pastoral areas are feed on natural forages.With lower veterinary drug and hormone residues exist in the mutton,It is green and healthy organic food.However,limited by the special geographic location and production conditions of the pastoral areas,there is a problem of low technical efficiency in the production of mutton sheep,which seriously restricts the sustainable development of the economic,social,and ecological aspects of pastoral areas.This paper is based on the two-stage efficiency analysis method of Coelli(1998).Firstly,based on the survey data of pastoral areas,we take the micro-subjects of the herdsmen as the research object,as well as the herd breeding scale is divided into four categories.The DEA method was used to evaluate the production technology efficiency of different sheep breeding scales in pastoral areas.The study found that the technical efficiency of scattered households and small-scale households was lower than 0.5,the technical efficiency of medium-scale was the highest 0.740,the technical efficiency of large-scale households was 0.728,with the continue expanding of the scale of breeding,the technical efficiency shows a downward trend.Secondly,the Tobit model was used to analyze the factors affecting the technical efficiency of mutton production in pastoral areas.The study found that: There is a significant positive effect of the education level of the head of the household,as well as participation in technical training,also whether to join the cooperatives and the scale of farming both have a positive impact on the technical efficiency.On the contrary,the grassland area is negatively related to the production technology efficiency.Finally,suggestions of how to improve technical efficiency of mutton production were made to encourage moderate-scale operations,promote the standardization of mutton sheep breeding cooperatives,and to strengthen technical training as well as research and technological innovation and so on.
