Study On The Efficiency And Influencing Factors Of Farmers’ Under Forest Economic Management In Shangzhi City

In the process of forestry industry development,under forest economic industry has sprung up and developed rapidly in recent years.As the backbone of the tertiary industry with strong development momentum in the forest area,the under forest economic industry belongs to the development mode of ecological agriculture.On the premise of protecting forest resources,it can improve the output of forest land,increase farmers’ income,ensure that farmers can get rich without cutting trees,meet the requirements of social economy for under forest economic products,and also has the functions of greening the earth,protecting biodiversity and conserving water resources It can promote the spread of ecological culture by purifying the air,beautifying and improving the regional environment and maintaining the ecological balance.Therefore,the healthy and sustainable development of under forest economic industry is of great significance to shorten the forestry economic cycle,increase the added value of forestry,promote the sustainable development of forestry,open up channels for increasing farmers’ income,develop circular economy and consolidate the achievements of ecological constructionFirstly,based on the field survey data of Shangzhi City,Harbin City,Heilongjiang Province,this paper divides Shangzhi farmers into two categories,namely,those who participate in under forest management activities and those who do not participate in under forest management activities.The traditional DEA model is used to calculate the operating efficiency of farmers who participate in under forest management activities and those who do not participate in under forest management activities in Shangzhi City,and the operating efficiency of the two is compared analysis.Secondly,Tobit model is used to empirically analyze the impact of farmers’ livelihood capital,including natural capital,human capital,social capital,financial capital and material capital,on Farmers’ under forest economic activities in Shangzhi City.To sum up,the following conclusions are drawn:(1)the comprehensive technical efficiency,management efficiency and scale efficiency of Shangzhi’s farmers’ under forest economic operation efficiency are lower than 0.9,which indicates that the overall management efficiency level of Shangzhi’s under forest economy is general,and the management efficiency and scale efficiency are not high.There is still room for improvement,which indicates that the management efficiency is the main factor affecting the management level,and the management efficiency can be improved It is very important to improve the efficiency of operation.(2)The comprehensive technical efficiency,management efficiency and scale efficiency of farmers participating in under forest management are higher than those of farmers not participating in under forest management,which shows that farmers participating in under forest management have significant advantages in resource allocation,management,technical level and scale compared with farmers not participating in under forest management.(3)The results of under forest management data calculation in Shangzhi City are divided into four intervals,each interval has farmers,which shows that the overall under forest economic development efficiency of farmers in Shangzhi City is not high and uneven,and the polarization is serious.(4)Only 25% of the farmers in Shangzhi are in the stage of increasing returns to scale.Most farmers are in the stage of diminishing returns to scale and constant returns to scale,accounting for 74.01%.This shows that properly expanding the scale of Forest Park is not an effective means to improve the scale of economic activities in Shangzhi.(5)The education level,health level,forestry training,social connections and family net income of the head of household have positive and significant effects on the efficiency of under forest economic management.Natural disasters and the age of the head of household have a significant negative effect on the efficiency of forest economic management.The following suggestions are put forward:(1)strengthen scientific planning and management;(2)make full use of forest resources and human resources to develop characteristic tourism.(3)Comprehensively strengthen infrastructure construction.(4)Actively adapt to changes in the external environment.
