Study On The Sustainable Management Of State-Owned Forest Farm In Fujian Province

Forest management is important to the ecological civilization and Forest management level is influenced directly by the management level of the state-owned forest farm,thus improving the management level of state-owned forest farms will be an key part of ecological civilization construction.The Chinese government at the national and local level have been carried out a series of reforms and policy adjustments in order to improving the management quality of state-owned forest farms.In December 2014,the Standing Committee of the Political Bureau of the Central Committee of the CPC considered and approved in principle Reform Scheme of State-owned Forest Farm and Guiding Opinions on the Reform of State-owned Forest Areas,the pilot projects of reform of state-owned forest farm is progressing smoothly.Besides,the China's thirteenth five-year plan of national economic and social development pointed out that accelerate reform of state-owned forest farms and state-owned forest area,complete basically the tasks of relocation of state-owned forest farms in key state-owned forest and distant mountain areas.The government in Fujian Province which united it's development practice has conducted sustained reform and adjustment of policies of the state-owned forest farms,too.What the level of management of state-owned forest farm in Fujian Province is like,which relates to how to evaluate management quality of the state-owned forest farm in Fujian Province.By working with the theory of sustainable development,forest management theory and so on,then make analysis about results of sustainable forest management at international,national,regional,business unit level and results of sustainable management of forest management unit level,combining with results of the field investigation and principles of selecting indicators.Then,analyze the current conditions and problems of sustainable management of state-owned forest farms in Fujian Province,construct an index system about criteria and indicators of sustainable management of state-owned forest farm in Fujian province,including 5 criteria and 33 indicators.Using Delphi method and Analytic Hierarchy Process to determine weight value of each criteria and each indicator,the ranked factors at criteria level from strong to weak of sustainable management of state-owned farms in Fujian Province are sustainable production,sustainability of forest and its status,foundation and guarantee for sustainable forest management,sustainable social economic development,sustainable development of human resource,the ranked factors at indicator level from strong to weak are proportion of plantation and natural forest,state-owned forest farm management laws and regulations,reserve and decline ratio of forest growth,forest cover rate,volume of living tree,those factors are more important to the state of sustainable forest management in Fujian province;these factors whose weight value are smaller are management participation,employee social 'insurance rate,history of state-owned forest farm,statistics of staff incentive,the expenditure and amount of scientific research,demonstration forest area of science and technology experimental forest and have less influence on the status of state-owned forest farm management in Fujian province.And take the Yangkou state-owned forest farm in Shunchang County as an example to evaluate condition of its sustainable operation.Finally,based on the weight of criteria and indicators about sustainable management of state-owned forest farm of Fujian province,combined with the practical status of sustainable forest management in Fujian Province,the problems and shortcomings,propose solutions and suggestions in aspect of forestry,government and society.At the end,make an explanation of deficiencies and improvements of paper.Making contributions to management and research of State-owned forest farms in Fujian province.
