Conserving energy and reducing energy intensity are China's clear goals and tasks in the 13th Five-Year Plan.This paper constructs a sub-vector distance function based on energy input,and uses DEA to explore the effect of environmental regulation costs.It calculates the environmental regulation costs of 30 provinces and municipalities in China from 2002 to 2016.The intensity change is decomposed,and based on this,the LMDI method is used to decompose the overall energy intensity change in China in more detail.conclusion as below:First,China's overall environmental regulatory costs have been on the rise since 2005,and environmental regulations have become more restrictive.From the perspective of regional division,the environmental regulation effect is the most obvious in the east,followed by the middle,and the weakest in the west.Second,energy consumption at the regional level has increased and energy intensity has declined.Both the technological progress and the optimization of the input structure in the decomposition results have reduced these two indicators and have a positive effect;while changes in technical efficiency and output structure will increase the difficulty of dual control of energy consumption and energy intensity.Energy intensity has also been reduced due to the expansion of the economy.Third,from a national perspective,China's overall energy intensity has shown a trend of rising first and then falling,and its changes are further decomposed into seven influencing factors.Among them:the effects of technological changes,input structure changes,and economic scale changes have contributed to the decline in energy intensity;while technological efficiency changes,output structure changes,industrial structure changes,and regional effects have negative effects on changes in energy intensity.Therefore,this article puts forward the following policy recommendations:encourage benign energy trade flows between regions and break down resource trade barriers;adjust and optimize the industrial structure of each region according to local conditions,realize the green upgrade of the industrial structure,and reduce the economic dependence on energy;reduce the use of disposable energy,Increase the development and utilization of new energy sources,reduce harmful gas emissions;give full play to the government's visible control role,establish a sound environmental constraint mechanism,and improve the environmental regulatory supervision system.
