Since recent30years, China has become the second largest economical body in theworld for its rapid and constant economic growth. People’s living standard has improveda lot too. In the meantime, China’s economy represents more as the form of extensivegrowth pattern than ever, and environmental problems and pollution emissions areincreasingly prominent. Shown in the Chinese economic and environmental accountingreport2010(public edition), the environmental pollution cost of economic developmentin China has been continuously rising, which makes greater pressure for pollutionabatement. In2010, the costs of environment degradation and ecological damage add upto1538.95billion yuan and are about3.5%of GDP, among which the environmentaldegradation costs1103.28billion yuan,2.51%of GDP, having an increase by13.7%forthe increasing132.26billion yuan compared to the last year. For the year2011, theaggregate investment on environmental pollution abatement in China reaches659.28billion yuan and takes1.39%of that very year (data from the State Statistical Bureau andEnvironmental Protection Department,2012). Thus environmental regulation policieshave been unceasingly strengthened as prominent measures of the government to dealwith environmental problems. The country formulates strict index for total pollutionemissions and adopts measures as closing low-efficient small enterprises and vigorouslypromoting technological innovation, etc. to control pollutions. Energy industry consumeslarge amounts of energy and brings serious pollution, therefore becomes a key target ofenvironmental regulation and is affected most by the regulatory policies. However, theseenvironmental regulatory policies could directly or indirectly influence the economicbenefits of energy industry while controlling the pollution emissions. The questions arethat what the effects of environmental regulation on energy industry are and whether thefinal policy effect goals of ecological effectiveness,“SH”(society and health)effectiveness and economic effectiveness are achieved. These questions are exactly theemphasis of this study.There are six parts in this dissertation. Part1introduces the study background andmeaning, relative theory studies and their commentaries, researching contents andmethods. Part2states the constructing and methods choosing of accessing index system for environmental regulatory effects of energy industry, confirming the target ofenvironmental regulatory effects assessment is environmental benefit, and makes briefcommentary as well. Part3elaborates the entire pollution of energy industry, calculatesthe pollution intensity of each trade in energy industry. Stages of environmentalregulatory policy on energy industry are summarized, including types and roles of thesepolicies. According to characters of each policy category, assessment system forapplication intensity of environmental regulatory policies on energy industry isconstructed and regulation strength of energy industry is calculated. Part4analyzes themechanism of energy environmental regulatory policies on market structure and marketbehavior and thus the market achievement based on SCP frame. Fully considered themechanism, Part5makes empirical analysis of environmental regulatory policies onenergy industry from environmental,“SH” and economic effectiveness evaluation level.Part6makes conclusion, through comprehensive comparison of these effectiveness, forthe effectiveness of current environmental regulatory policies on energy industry, andadvances corresponding policy suggestions.There are three main innovations in this study.First, the dissertation includes three aspects as environmental effectiveness,“SH”effectiveness and economic effectiveness in the assessment of environmental regulatorypolices on energy industry, while most other researchers make analysis only from singleaspect of the environmental or economic aspect.Second, adopting relative data from1996to2010in each trade of energy industryby standard category in China, the dissertation analyzes the effectiveness ofenvironmental regulatory policy on energy industry by econometric methods, while mostof the studies on this problem are from the national or provincial angle.Third, this study observes environmental regulation effectiveness from variouslevels and stages in the calculation, which is more scientific and rational. During thiscourse, econometrics, operations research and statistics methods are applied to quantifyvarious policies to make the results more accurate.
