With the continuous development and improvement of China’s economy and society,and the increasing attention to environmental issues in the world,China is paying more and more attention to environmental governance,and ecological civilization construction has also been incorporated into the development plan of the socialist modernization system.For the country,implementing the strategy of long rivers and lakes is also a major strategic move promoted by China to promote the further development and transformation of the ecological civilization system and realize the harmonious coexistence between man and nature.Since Wuxi City,Jiangsu Province,took the lead in implementing the river system in the country and achieved remarkable results,the river system has been rapidly promoted and extended to many places across the country.Since its introduction,the river system has continuously broken through innovations in its institutional mechanisms and achieved remarkable results.The implementation of the river system has broken through departmental barriers and established a new type of river basin co-governing system,effectively enhancing the effectiveness of water pollution prevention and control,and increasing the protection of water resources.However,Hezhang is a new model for river basin management.The theory is insufficient to follow up.There are still some problems and difficulties in practice.It still needs further improvement and innovation to adapt to the requirements of comprehensive river basin management in China.This system has a long-lasting effect.This paper attempts to start with the definition of river length system and integrated river basin management and it’s found through analysis and research on the current situation of the implementation of river chief system in D county of Fujian province that although a significant result has been achieved in the process of implementing the river chief system in this county,there still exists some problems like unbalanced implementation of work,low degree of social coordination and weak assessment result,the reasons for which lie in the imperfect legislative system,over-dependence on administrative power,unsound pluralistic co-governance mechanism and immature performance evaluation system.On the basis of learning from and carrying forward the research of predecessors,this paper starts from the perspective of cooperative governance theory and draws on the local experience of river chief system to explore its innovation trend and put forward some related suggestions,with the specific practice as follows: 1.strengthen the construction of legal protection system;2.consolidate the operation basis of river chief system;3.build a complete public participation mechanism;4.establish a three-dimensional assessment system of the government,the third party and the public. |
