Research On Risk Management Of Offshore Wind Power Construction Project

In recent years,the global energy crisis,environmental problems are becoming more and more serious,the whole society attaches great importance to the development and utilization of renewable energy.In the face of the deteriorating ecological environment,China has gradually formed a "new normal" economic development model.Under the "new normal",China's energy sector is actively optimizing and adjusting its energy mix,deepening energy consumption reform,implementing energy conservation and emission reduction,and continuously promoting green and low-carbon development.We aim to achieve more than 20%of primary energy consumption from non-fossil fuels by 2030.To sum up,the development prospect of offshore wind power,a typical renewable energy project,is bright.At present,China's offshore wind power construction projects have gradually entered a period of rapid development.As a high-investment and high-tech industry,the research on risk assessment and risk management of offshore wind power construction projects is attracting more and more attention from project investors and participants.The offshore wind power construction projects show many distinct characteristics,including strong policy relevance,large investment quota,high technical requirements,long construction period,many risks and hidden dangers,and large risk losses.So,offshore wind power construction projects need to do a good job in project risk control.On the basis of summarizing and analyzing the current situation of project risk management at home and abroad,this paper,based on China's offshore wind power construction projects,explains the project risk management process from the three stages of risk identification,risk assessment and risk control.In this study,first of all,to the point of view of project owner,the thorough analysis of the characteristics of offshore wind power construction project,the relevant theory of project risk management,risk management related theory knowledge to identify risk factors for such projects,build a contains primary risk risk factors(6)and the secondary risk(23)is the risk factors of index evaluation system,puts forward the offshore wind power construction project risk assessment process,through the identification and evaluation of dafeng three phase of the offshore wind power construction project risk,further offshore wind power construction project risk control strategy for the thorough research and discussion,In order to reduce project risks and reduce project losses,a series of risk control strategies and measures are proposed to provide theoretical and practical basis for risk management of offshore wind power construction projects and enrich the theoretical system of risk management of offshore wind power construction projects.
