Study On Risk Optimization Control Of Shantou Nan’ao Offshore Wind Power Project

Compared with water conservancy power generation,thermal power generation,wind power generation or other forms of power generation,offshore wind power generation has huge investment capital,high selling price and high investment risk.At the same time,offshore wind power generation as a new form of power generation,technology develops rapidly,equipment updates quickly.As a natural resource,wind power evaluation is difficult and inaccurate.All these further increase the risk of wind power projects.As a system engineering,the ability and result of engineering system,link connection,cooperation and coordination also affect the risk of wind power project.Therefore,the research on the risk of offshore wind power project is the main link to reduce the investment risk of offshore wind power project.This paper takes Nan’ao offshore wind power project as the core,combined with project risk management and control theory and life cycle risk identification theory.This paper focuses on the investigation of the project risks and main problems in Nan’ao project investment project,construction preparation period,construction link,operation period and other periods.It adopts the research methods of combining theoretical research and practice,qualitative analysis and quantitative analysis,and gradually puts forward the risk prevention measures and risk aversion methods through the risk assessment of the whole life cycle of Nan’ao project And emergency plan,and gives reasonable suggestions.First of all,on the basis of technology,economy,policy and industry classification of risk factors in the whole life cycle of Nan’ao offshore wind power project,qualitative and quantitative analysis is made to explain the risk.In the process of data collection,expert consultation,questionnaire survey and other methods are used to collect data and opinions.Secondly,in the study of the whole life cycle risk of Nan’ao offshore wind power project,the risk assessment of the whole life cycle of the project is carried out by referring to the risk management and control theories at home and abroad and the whole life cycle risk management and control,so as to find out the risk assessment of land acquisition,demolition and compensation,technology and economy,and ecological environment impact.Finally,based on the risk analysis of Nan’ao offshore wind power project,control measures and life cycle assessment conclusions are proposed.The risk management and control measures of Nan’ao offshore wind power project are the basis of the actual investment,construction and operation of Nan’ao wind power project.At the same time,it can provide reference for investment,construction and operation of offshore wind power projects in Guangdong,Fujian and Jiangsu.
