Although China’s electric power industry has made great progress,the situation of power supply shortage still exists.In a certain period of time,the power demand will maintain a high growth,and the task of power system construction will still be very heavy.Substation,as an important part of power grid,undertakes the task of voltage conversion and secondary distribution of electric energy,and has the characteristics of strong technicality,long construction period and great construction difficulty.These difficulties bring lots of challenges to the construction and management of power transmission and transformation engineering.From the planning and design of the project to the final completion and operation,the construction and management of power transmission and transformation engineering are faced with many challenges Risk management must run through the whole transmission and transformation project construction.Based on relevant theories and technologies,the progress management of Jisco 110kV substation describes the general situation of Jisco 110kV substation construction project,analyzes its engineering difficulties,problems and influencing factors.Carry out RAM responsibility allocation,draw up a schedule and draw a Gantt chart on this basis;according to the analysis results of influencing factors,put forward targeted management measures to ensure the normal progress of the project.This paper takes Jiuquan Steel 110kV step-down substation project as the research object,and studies the risk management of the project construction.First of all,combined with the characteristics of the project itself,the paper analyzes and sorts out the potential risks in the construction,and uses Delphi method to identify the project risks,and divides the identified risks into 5 categories and 19 sub categories.Secondly,the risk evaluation model is established based on analytic hierarchy process(AHP),and the fuzzy comprehensive evaluation method is used to evaluate the risk actively.The risk level of Jiuquan Steel 110kV step-down substation project of Jiuquan Iron and Steel Co.is medium risk.At the same time,the five kinds of risks are ranked as follows:technical risk>management risk>material and equipment risk>personnel risk>environmental risk.Finally,according to the score of each risk factor obtained by fuzzy comprehensive evaluation,the corresponding risk countermeasures are put forward.This paper applies the theory and method of risk management to the actual power transmission and transformation project management,which not only has practical significance for the risk control of Jiuquan Steel’s 110kV power transmission and transformation project,but also has a certain reference value for the grid enterprises to carry out the risk identification,risk evaluation and risk response of similar power transmission and transformation projects in the future.
