| Water conservancy project is an important part of national economic infrastructure,which plays an irreplaceable role in flood control safety,rational utilization of water resources,ecological and environmental protection,and promotion of national economic development.As an important material basis,water conservancy projects have made great contributions to the development of national economy in flood control,flood drainage,disaster prevention and reduction for a long term.Since the 18th national congress of the communist party of China(CPC)addressed to the CPC central committee,China has been constantly promoting the reform of the administrative system.Changing the functions of the government is the core of deepening the reform of the administrative system.Its essence is to solve what the government should and should not do.The focus is on the relationship between the government,the market and the society,that is,what should be Shared by the market,the society and the government respectively and what should be Shared by the three.The same is true for the quality supervision of water conservancy projects.New requirements and new models should be constantly put forward to meet the new normal.It is especially worth studying that how the grass-roots water conservancy departments could carry out quality supervision more effectively.Taking x county of Changzhou city as an example,this paper analyzes how to effectively carry out the supervision work of water conservancy projects of the grass-roots government.As Chinese socialism entered a new age,it needs further study that how to make contribution to resolving the contradiction between people’s growing need fora better life and unbalanced and inadequate development and how to serve for the strategic arrangement that realizes socialist modernization basically,as well as how to construct the supervision mechanism of project quality effectively,how to optimize the quality supervision mode,and How to strengthen the ability and efficiency of water conservancy project quality supervision personnel and by which government could play the role of quality supervision.In recent decades,China’s water conservancy project quality management system has been gradually completed.The combination of mandatory quality supervision on behalf of the government,construction supervision and internal quality control constitutes the current quality management system in China,and it has played an active role in promoting the stability and improvement of water conservancy project quality.In order to meet the local flood control,water supply,irrigation and other requirements,various regions have launched the construction of grass-roots water conservancy projects.As a result,the construction of grass-roots water conservancy projects in China has been greatly developed.Quality is the life of basic-level water conservancy projects and the foundation to meet their basic functions and safety and stability.However,from the perspective of Changzhou x county water conservancy project quality government regulatory agency establishment status,laws and regulations status,engineering system status,supervision process status,overall,although optimistic,but there is still a large room for improvement.It is the realistic demand for the development of water conservancy projects in x county to construc a scientific,reasonable and perfect government supervision system.On the research content,this paper takes Changzhou X county water conservancy project government supervision as the research object,through the research of water conservancy project quality government supervision,from the laws and regulations,system,mechanism and team analyses its existing problems and shortcomings,at the same time based on the research to find the specific method to promote the optimization of the scheme for improvement and measures,improve the x county water conservancy project quality government supervision efficiency.The framework of the thesis is divided into six parts.The first part analyzes the exploration and practical experience of water conservancy project quality government supervision at home and abroad from different angles to summarize the historical the practical significance of the study and analysis of water conservancy project quality government supervision,as well as some valuable research reviews at home and abroad.The second part introduces the related concepts of water conservancy project quality,water conservancy project quality supervision,water conservancy project quality government supervision,water conservancy project quality government supervision system and so on,including a lot of theoretical achievements in the research process of water conservancy project quality government supervision to form the basic theoretical support for the research;The third part is combed of the practice of the quality government supervision of water conservancy projects in Changzhou x county,including the current problems and existing results and causes of the quality government supervision.In general,the government supervision and control work of water conservancy project quality in x county has achieved remarkable results compared with the previous years and achieved remarkable results in recent years.However,many objective problems in the supervision process cannot be ignored.For example,the supervision laws and regulations,and the supervision system still need to be improved.The fourth part
