Analysis And Countermeasure Rearch On Quality Supervision And Management Of Grassroots'Construction Projects

Along with China's economic taking-off,the quality and quantity of construction project in our country has a great leap,meanwhile problems and contradictions increase prominently,many quality and safety accidents occur,all these calls people's attention to quality supervision of the construction project and reveal many problems of quality supervision of construction project in our country.Using the method of literature research,this paper expounds the development of quality supervision in China,the establishment,implementation and reform of related rules regulations about and quality supervision,and analyzes the principles,methods and characteristics of quality supervision.This paper analyzes the quality supervision mechanism from its establishment environment and historical period,and provides theoretical basis for the development characteristics of quality supervision in China.Based on the research results at home and abroad,this paper analyzes the characteristics of quality supervision in China in depth,and analyzes the common problems existing in the grassroots'quality supervision institutions in China,starting with the influencing factors of the main units involved in quality supervision.By means of questionnaire survey,this paper investigates the status quo of quality supervision of construction projects in Y development zone,and leveled problems in the process of quality supervision and management in Y development zone through case analysis of the region.Under the impact of overall slowdown of economic growth in China,the owner,constructor,supervisor and other engineering participant have suffering a series of inadaptability,resulting in temporary disorder in the construction market.In the period of structural adjustments,the quality supervision system has defects such as the lack of restriction mechanism,the absence of social supervision institutions,and the lack of legal education,etc.,while the supervision institutions are restricted from effectively quality supervision and due to the unclear legal status,fewer people but heavy tasks and other factors.Therefore,in the future,it is necessary to promote the construction market to industrialize,make the supervision and law enforcement in model,strengthen the supervision and law enforcement,and gradually standardize the market rules of the construction industry.By using information technology,establishing credit system,sharing social forces and other measures to improve,the supervision system,and the working style of supervision institutions will be changed,the effectiveness of law enforcement will be strengthened,and the transformation of quality supervision institutions will be completed.Through clearing legal status of supervision institutions,restricting supervisor and improving enforcement to change the working style,strengthen the law enforcement effectiveness and complete transformation of quality supervision instructions.This paper has carried on positive exploration on the industrialization of the construction industry,legalization of supervision institutions and the adoption of social force etc,especially in the industrialization of construction workers and the rational supervision of law enforcement officials,hope for some helping for reform of quality supervision instructions and the work of law enforcement officials in the future.
