Adopting the relevant theories such as principles of management and statistical quality management of engineering, this thesis focuses on the supervision and administration institution, laws and regulations construction, the construction of credit system, the third party inspection and so on. It highlights at different stages of the water conservancy project quality supervision and management methods. And taking a water conservancy project quality management as a case, according to the engineering quality management TQC thought, this thesis makes it clear that the water conservancy engineering quality supervision in institutions, positioning, lack of monitoring, management, system implementation and sources of funds and so on existing problems and the insufficiency. At the same time, this thesis summarizes the overseas developed country construction engineering quality supervision management mode in the ideological understanding, supervision of the quality system, the general features of regulation object selection, combined with China’s national conditions and practical factors such as on the construction of water conservancy projects, puts forward the water conservancy project quality supervision from the experience of learning.Based on the total quality management, this thesis puts forward the suggestion of strengthening the support to project management consultancy with the help of project management company, providding professional management services to improve quality management level, perfecting the system of laws and regulations and establishing guarantee about the quality of law enforcement related system; giving the legal status of hydraulic engineering quality supervision institutions, executing the strict system of card mount guard, establishing a high-quality team of quality control, increasing its assessment of the quality supervision institutions, and urging it to strengthen the construction of its own, constantly improving the executing ability targeted Suggestions and measures. In addition, the thesis also intensifies the feasibility report of the water conservancy project review, implements the third party testing system, promotes water conservancy engineering construction of credit system, improves the system of construction for the record, and strengthening the quality consciousness of responsibility subject to propose the concrete request.
