Study On The Engineering Management System Of Fankou Dam And Floodgate In The Period Of The Republic Of China

In the early period of the Republic of China,due to the influence of the provincial government policies,the management system of the dike and sluice project in Fankou,Hubei province experienced the immature period of the official and privately-run government,the private government and the mature system of the official and privately-run government.During the period when the government was in charge of the local people and the local people were in charge of the local people,the effect of the levee repair of Fankou dam gate project was not ideal,and the actual progress of the project was delayed.In the mature period of the official and private system,the gentry group represented by the civil power played a leading role in the process of levee repair,while the state power,on behalf of the Hubei provincial government,gave huge policy support to the project,which made substantial progress in the levee and sluice project.In 1926,the project was basically completed.After the establishment of the national government,the government continuously reduced the space for private forces to participate in the management of Fankou dike and sluice project,wantonly seized the control of Fankou dike and sluice project,and increasingly marginalized gentry groups in the position of Fankou dike and sluice project,so that the management system of Fankou dike and sluice project changed from an official to an official.Although the official management brings some convenience to the continuous construction and annual repair of the Fankou dam and sluices project,the project cannot be pushed forward due to the corruption of the bureaucratic system and the sharp contradictions between the officials and the people.Due to the lack of provincial finance and the shortcomings of the official system,the government of Hubei province resumed the management of the dike and sluices project in August 1932,and gave the gentry some management power.However,before long,Jianghan engineering bureau managed by the central government replaced Hubei provincial government as the competent agency of the dykes of the Yangtze and Han rivers in Hubei province,which made the maintenance process of Fankou dike gate project become longer and less efficient each time,and finally led to the fact that Fankou dike gate project could not be completed completely in the period of the Republic of China.By comparing the dike repair effect of Fankou dike gate project under different management systems,it can be seen that the construction effect of the project is better when the civil power and the official control are well coordinated.
