| Under the two industry trends of further opening up of the domestic nuclear power engineering construction market and "going out",the nuclear power industry will be in a more complicated financial environment.As a super-large engineering construction project,the nuclear power plant construction project pays attention to project management in the practice process and neglects the capital chain management.This paper starts with the analysis of A nuclear power plant construction practice,builds the nuclear power plant construction capital chain,discusses the operation mode and existing problems of the capital chain,and proposes optimization suggestions for the capital chain management of nuclear power plant construction.Firstly,through the literature review,this paper points out that the current research on capital chain management has the following problems:the research field is concentrated in the real estate industry and is biased towards finance and finance.The capital chain management is mainly oriented to the construction unit,and the relationship between capital chain management and project management is not discussed.Furthermore,the research objectives are put forward:summarizing the characteristics of the capital chain of nuclear power plant construction,analyzing the existing problems and causes,and establishing a capital chain management framework for nuclear power plant construction.Secondly,through the analysis of the case of A nuclear power plant,and the analysis of the practice from the two aspects of capital chain management and project management,it is pointed out that the current capital chain management of nuclear power plant construction has the following problems:1)lack of constraints on capital chain management;2)The capital chain management lacks risk identification mechanism;3)financing imbalance;4)long capital circulation;5)capital investment does not match the project progress.Then,through the assessment of the cost of the capital chain in the construction of the A nuclear power plant project,the composition and influencing factors of the capital chain cost are pointed out.On this basis,the cost of the capital chain of A nuclear power plant construction was evaluated.By setting the reference model,it is concluded that the nuclear power plant capital chain management has a large optimization space.With the support of the above discussion,the reasons for the cost of the capital chain and the transmission of costs in the capital chain are further analyzed.Finally,the paper puts forward four principles for the optimization of capital chain management of nuclear power plant engineering construction projects:phased principle,cost principle,risk principle and market principle.And for the problems and reasons of the capital chain management,the solution is proposed.1)The capital chain management lacks the constraint:the financial results of the completed nuclear power project can be used as the initial constraint,and the accuracy of the constraint can be improved through the budget.Finally,we must establish a capital chain constraint indicator system through the market;2)Capital chain management lacks risk identification mechanism:Identify engineering risk and corporate responsibility risk through budget;3)Financing imbalance:owner enterprise should bear more financing responsibility;4)Long circulation time:Optimization from payment of the cycle and payment process;5)Capital investment and project progress are not the same:optimize budget management and improve budget. |
