The breakthrough of power battery technology, coupled with government encouragement, has caused the growing number of people to choose to buy new energy cars. The number of new energy vehicles has increased significantly since 2014.Along with this, the number of retired power batteries has surged since 2018.If the used power batteries are not effectively recycled and utilized,it will result in waste of resources and environmental pollution. However, the used power battery recycling and utilization industry has just developed, and there are still many immature aspects.Relevant laws and regulations are not very complete, and the constraints on the responsible parties are not enough.Besides, there are many conflicts of regulations and policies.A large number of used power batteries have flowed into illegal enterprises, presenting a very chaotic market state. If the retired power batteries are purchased from qualified recycling enterprises, the procurement cost of tier-use companies and reuse enterprises is very high, and the economic benefits are poor. They struggle to survive in the seemingly huge markets. From the point of view of used power battery recycling and reuse enterprises, optimization models of profit and benefit are established under four specific market conditions to improve their economic benefits in this paper. It can work out the optimal price of used power batteries, the optimal demand of echelon utilization companies and reuse companies, the optimal profit of recycling service centers, the optimal economic benefit of echelon utilization companies and reuse companies, and the optimal economic benefit of the whole recycling and reuse industry of used power batteries. With the change of market environment, the optimization model is further developed. The optimal solution is compared with each other, which constitutes the idea of optimization and draws the conclusion of optimization. The market situation of two recycling service centers in the market is better than that of one recycling service center;it is better when the tier-use enterprises and reuse enterprises establish their own recycling service systems than when they do not.The optimal market situation is: there are two recycling service centers in the market to conduct oligopoly games, and the step-utilization enterprises and reuse enterprises establish their own recycling service systems.Under this circumstance, the cost of purchasing used power batteries is the lowest and the total demand of echelon utilization companies and reuse companies for used power batteries is the highest,so the overall economic benefits of recycling and reuse enterprise has been greatly improved. With the increase in the demand for used power batteries, the recovery rate has also increased. At present, most of the recycling service centers are divisions affiliated with new energy automobile companies and recycling is not the main business. Most of them are to fulfill the extended responsibilities of producers.Although the profits of recycling service centers has declined, the economic benefit of the whole companies of recycling and reuse of retired power batteries has been improved.Tier-use enterprises and recycling enterprises should actively establish their own recycling service systems. The government should encourage power battery manufacturing companies,third-party companies, etc.to establish recycling service centers and provide them with technical support and related technical personnel training programs. At the same time, the government should also provide policy encouragement and assistance for echelon utilization enterprises and reuse enterprises to establish recycling system.
